For over forty years Rocky Balboa and his proteges have faced off against some of boxing's most feared and colourful characters, but between the six main antagonists of each film, which did you think was the most feared. For the purpose of these we'll limit the rankings to each of the main villians from each film, so no place for Spider Rico, Thunderlips or George Washington Duke.

Clubber Lang gets some points for being the "Cool Heel" (IMO) long before Kevin Nash made it a long-lasting Archetype.

Tommy Gunn is the most villainous because he was an ungrateful bastard.
Apollo wasn't a bad guy. Neither was Clubber who was just frustrated at being denied a title shot. Drago was a tool of Soviet doping.

Drago killed a motherf***er. Straight KILLED like, a guy! And when asked about it, his response was "If he dies, he dies". Tommy was a prick, sure, but he wasn't a killer. Creed was barely a villain, and Clubber just had a point to prove, even if he was a bigger prick about it than he had to be. And Mason Dixon and his dumbass nickname can bump straight to the back of "The Line".

Drago's really the only 'villain'. The rest of em were just opponents. Hell, Clubber Lang was brutal and an asshole, but he was also right about Rocky prior to their first bout; Rocky had been ducking him. It was unknowingly sure, as Mick was the one protecting Rocky/taking lesser fighters, but even so. Clubber had a legit beef with not getting his shot.

The best character was Apollo by a wide, wide, wide margin. He was interesting, not just as someone for him to fight, but as a character himself.
The biggest villain he faced was Drago.

Clubber Lang felt the most lived-in and real, which is weird because he's also so ridiculous.
EDIT: In retrospect, it really is very ridiculous they haven't brought him back for a small appearance. Mr. T is a weirdo, but he's hugely charismatic, and it's fascinating to consider what someone like Clubber would be when he gets old.

And the other thing was that while Rocky rested on his laurels and was embracing the celebrity, Lang was gritting his way to the #1 contendership in the world, so when they do fight, Rocky wasn't as focused as the hungrier Clubber Lang. Honestly, the only villains really were Drago & Tommy. Mason Dixon isn't a villain at all; he was just the current champion that Rocky only fought because of some SportsCenter hypothesis. And, really, neither the two characters I mentioned were as nefarious as Paulie.

Paulie is by far the biggest villain in those movies. He almost caused Adrian to die when she was pregnant, and then cost the Balboas their entire fortune.
And lord knows what unspeakable things he did to that robot.

Clubber Lang was imo the only legit bad person.
Creed was an Ali like showman Drago, although stone cold was brainwashed and controlled by his manager and USSR government. He really didn't know what was going on Gunn- The fame and GW Duke went to his head.

I think Stallone once said in an interview that Clubber becomes a born-again Christian (similar to George Foreman, who he was loosely based on), and was trying to get him a cameo as a commentator in a future movie.

Drago - the guy was a killing machine.
Apollo was a good guy but painted himself as the bad guy to get Rocky to agree to a rematch.
Clubber Lang at least had some compassion - he pitied the fool.
