Who were missing from it that should of been in it? I think Randy Savage Piper Duggan,maybe even Andre as a hidden boss

Savage is the only real glaring admission. It is surprising they left him out as it seems like they decided the roster in late 90-early 91 when Savage was still wrestling and not "retired" yet. Other then him I think everyone that should be in it is in it as they pretty much got all the every hitters from that period. Piper and Andre weren't active wrestlers at that point as Andre hadn't wrestled a match since Mania 6 and Piper was doing commentary. Duggan, Martel, Tugboat, and Tornado are the only other probable guys that aren't in it that I could see making a video game from that period.

Thought about this, even if the game was released after his debut, he was still brand new, and not an established star yet.

I presume there's some technological reason (more coding?) for why arcade games like those only featured 6-8 playable characters (DiBiase & Andre were boss characters in Superstars, LOD being largely unplayable ones in this) but that's probably the big reason why there were glaring omissions......because the roster was very light in the first place and, like any company that deals with merchandising and licensing, they probably wanted to push newer unique characters over certain others.

Hart Foundation and Rockers for sure, but clearly there were finite spots available. If they'd known how little shelf life Demolition had left, my guess is the Rockers would have gone in instead.
Davey Boy hadn't been back long enough to make the cut. Warlord would have been cool.

I think you mean should HAVE? Anyway, I'd have liked to have seen Savage, who I don't under why he was not in. Also, wasn't he still in his Macho King persona during that time?

It was released in June of 1991. By that point, Savage had "retired" (lost a career match to Warrior at Wrestlemania 7), Ax was gone, as was Honky Tonk Man. Looking back, it was kind of surprising they didn't put Taker in; by that point, they were pushing him to the moon.

Savage will be the big one for me, I think the roster was probably finalized around Survivor Series 1990. That's my guess.

But based on the costuming and more details, I'd peg the programming of the game to have at least been finished by Fall of 1990. Earthquake still had his plain blue singlet, and the most updated look was his SummerSlam '90 design as seen in the ending. Demolition has their short-lived masks in their entrances but the paint in the ring, and are just Smash and Crush. Sarge still uses the Atomic Noogie as a finish. And so forth and so on and what have you. As such, Taker was still new at the time. So Savage is the most odd omission.

I am shocked with all the video game mods like with No Mercy that this one hasnt seen one Maybe it has to do being an arcade game that it's harder and coded where it hard to mod it. The close you find is the WWE released a version for the phone I think around 08. I swore however in like 00 there was a mod, no way to find it these days but I recall it.
