Both have major flaws.
Paul was incredible at booking, but when he was stuck with the option of selling control or going into bankruptcy, he chose to screw over the wrestlers and give them no chance of getting anything they were owed rather than have someone else take control of ECW (even though Vince would wind up buying it out of bankruptcy anyway).
Dixie was self-serving and atrocious at booking and marketing, but when she had no choice but to either sell or close up shop, she sold to Anthem.
Dixie may have been incompetent, but she was at least aloof the entire time. Paul knew what he was doing at the end and didn't care.

She told Jesse Sorenson they would help him after he got injured and lied about it. She made a song and dance about how Corgan will be taking over including letting the boys in the locker room know and that was all a lie because she didn't want her PPV to not be aired.
Her playing the southern airhead was an act. She initially sold some interest in the company to Corgan and that turned out to be a lie in which Anthem was able to step in and then have to pay Corgan the money he was owed
She also brought in the Harris Twins when the people in production started complaining about their checks being a month behind

Dixie took surprisingly long time to start acting as scummy as the rest of wrestling, while Heyman took to the sleaze like a duck to water, lying from the very beginning to get his foot in the door as a photographer, ripped WCW off over plane tickets then kicked off his version of ECW screwing over other promoters like a class act.
