6 people from each show that I'd move, counting tags and stables as one
To SD:
Finn Balor Sasha or Bayley, but NOT both for the love of God! Dean Ambrose The Revival Brock after losing the Universal Title to Seth at WM (yeah, yeah, I know...) B-Team I guess
To Raw:
Nakamura Orton Usos Naomi Bludgeon Bros (if they're still going to be a thing) SAnitY
As a bonus, NXT call ups:
Aleister Black (SD) EC3 (Raw, heel tag team with Bobby Roode) Shayna Baszler (Raw)

Smackdown needs to get rid of most of its aged upper-midcard veterans.
I look at a feud like Hardy vs Joe and, especially, Mysterio vs Orton and it's like... 'who cares?'
That's time that should go to an Almas or to reinvest in Kofi or Miz as main event talent. Veterans having grudge feuds doesn't really benefit anyone.

The problem with the trades/drafts is that too many people in the same division are usually sent from one show to the other at the same time and that fails to freshen up the shows. I'll give two examples:
1. The last time Miz had been drafted to Raw, so was Dean Ambrose. The two had been feuding on Smackdown over the Intercontinental title for a long time. They just brought the feud over to a new show.
2. If I remember correctly, John Cena and Kurt Angle were drafted to Raw from Smackdown in 2005 or 2006. They had been feuding for months on Smackdown and just brought the feud to Raw.
To really shake things up and make the shows feel more exciting, you have to split up teams and feuds. Therefore, I would do:
1. AJ Styles to Raw 2. Seth Rollins to Smackdown 3. Ronda Rousey to Smackdown 4. Becky Lynch to Raw 5. Big E to Raw 6. The Revival to Smackdown
