I gotta admit, it'd be pretty wild to see some of the SF1 characters come back that weren't in SF2 and SFA. Though SFA3Upper was probably the closest the Street Fighter series had to an Ultimate as it had at that point every character that had even been in the SFA and SF2 games. All it was missing was some of the SF1 characters: Geki, Retsu, Lee, Mike, and Joe.
King of Fighters has two of these already with KOF98 Ultimate Match and KOF2002 Unlimited Match. And while it's a storyline game and not a dream match like '98 and '02, KOF14 has a massive roster on par with those.

Street Fighter getting an Ultimate (with all the different entries that aren't numbered) would be a bitch to balance but yeah I'd say SF. Mortal Kombat, that can be done but the problem is...who the f*** wants to play a lot of those dudes from the 3D era?
I don't see ANYONE clamoring for Drahmin. I don't see anyone not buying the game unless Molach is included lmao.

The catch 22 with Drahmin is that I think there actually is a good idea buried in there and you could probably improve the character and make him cool... but honestly you'd be better off taking the broad strokes of it (horrific monster prone to wild mood swings between total composure and mindless savagery) and just doing a totally different character with it. I think that's actually the bigger issue in doing this with MK now, they already have a few examples where they reinvented stuff like that. Like how Skarlet's basically just a streamlined refinement of Nitara and Takeda's basically the logical extension of how Mavado would play on a 2D plane. You'd just be putting in characters alongside much better versions of them.

All 17 characters from the 'Street Fighter 2 series' if you will, plus 2 more, all fully playable. And Capcom is charging $40 for it Jesus that made me wince just typing it

My only issue with an MK Ultimate at this point is how much more would you add from Armageddon? It's essentially just "Armageddon + MK10" when it comes to the roster (though obviously it'd include the superior gameplay). Fighters Megamix did this in 1998 to a degree, fun game. IMO the most underrated fighter of all-time. That game gets NOWHERE near the respect it deserves. It's such a love letter not just to Sega fighters but that era of Sega itself (my favorite era of my favorite videogame company), it's amazing, and it absolutely sucks that Sega played it off as just "Fighting Vipers vs. Virtua Fighter 2". That's like if Nintendo advertised the original Smash as "Super Mario Bros. vs. Pokemon" Plays like a dream, so many bonuses that range from funny little winks (when I finished arcade mode the first time and heard Outrun's result screen song play, I closed my eyes and soaked that in for an entire minute) to some DEEEEEEEEP cut references, it's SO freaking awesome. If you have a Saturn, at its current going price of $35-40, you do what you have to do to get it. Hell, I'd almost argue that game by itself makes it worth flagging down a used Saturn. I dunno how well-balanced and how much a "tournament fighter" it is, but if you want to know how to pull an "Ultimate" fighter past Smash (not everyone has that level of resources), that's exactly how it's done. I mean, hell, you can easily find the Anniversary Collection on Switch for cheaper. And you can get nitpicky on conversion issues and whatnot, but Super Turbo alone scratches the itch SO much better than USF2 (in a multiplayer sense anyway...the AI falls just short of MK 2 & 3 levels of input reading).
