Okay, so...
Bert and Mary. What was going on there?
I've seen it suggested "oh, he had her as a babysitter or whatever, that's how he knows about her magic", and that'd make sense, I guess, but he also has a bunch of jobs and seems privy to information about stuff that goes on when he isn't around, so maybe he's got magic, too. The chimneysweep stuff certainly seems to be stretching things.
If not that, are they romantically involved? He certainly seems be into her, judging by the "it's a jolly holiday with Mary" song. Of course, she could just be humoring him or flattered, but it doesn't seem wholly one-sided, either, at least to me.
I have not seen the new movie, no idea if that sheds any light on it. Beyond that, I have not read the book, so if that has any insights, great, but it's obviously a whole other creature.

Mary can't allow herself to get close to anyone. She knows she could leave at any time. Off to the next child that needs her.
This also includes romantic relationships. Even if Mary did have feelings for Bert, she could never act on them. She has to remain unattached. Ready to leave to the next child wherever they are.

I've always took it as they liked to flirt with each other, but never acted upon any romantic desires ala Bond and Moneypenny.
Mary and Bert do share a kiss in the musical version of Mary Poppins, but that was more a peck on the lips and saying goodbye rather than full tongue action.
