Rock rolling his eyes and mugging at the camera as Farooq was rambling on at No way Out 1998.
Moved the story along of Rock being the real star and leader of the Nation, and was also hilarious.

The promo where Bob Backlund puts the WWF Magazine writer in the crossface chickenwing has been on my mind a lot lately. The first great part of it that is noverbal would be the faces Backlund is making the whole time, with the second great nonverbal component being the camera man retreating from the ring. It really conveyed the idea of, "No one is safe from Bob Backlund." Two things from this One, the pop Macho Man got when he stormed the ring was huge, like that was incredible. I forget how long he'd been doing commentary before this but the crowd reaction was almost rapture at Macho getting ready to kick Backlunds ass Two, the scariest thing about this is... Backlund could still do this today and come off just as terrifying, dude's a freak of nature when it comes to longevity.

HHH and Flair's faces fall when Batista's "Thumbs up" to go to SD! turns into a "Thumbs DOWN" to stay on Raw.
The "Silent reunion promo" for the Shield in late 2017 was a good one as well.

The one that always comes to mind is HHH's "oh shit" face when Mankind takes off his mask and white shirt to become Cactus Jack on Smackdown. Foley's promo was pretty good even without that, but Trips' facial expression really hammers home how big a deal it is. One of my all-time favourite Smackdown (or even WWE) segments. It was like HHH remembered getting his ass kicked by Cactus Jack like two and a half years before.

I don't know if it counts, but CM Punk corpsing during Stephanie's rambling "Triple H is the greatest champion in WWE history" promo was priceless, and made even better by Triple H being smug and oblivious.

When triple h threw randy out of evolution. When hhh gave batista the thumbs down Randy's face just fell seconds before the rest of him did.

Sid and Arn shaking hands in the background as Savage and Flair cut a promo aligning their factions.
I "think" it was for the No Holds Barred ppv match, but the Savage promo where Sherri is just all over the place, running off one side of the camera and then appearing on the other side and then disappearing again and next thing you know, she's climbing all over the cage set they have for atmosphere. Sherri was just great at portraying a great big ball of crazy, and I think Nikki Cross would do well to learn a bit from watching how she acted and knowing when to turn it down a notch and when to ramp it up.
There was also a promo circa 1985 or so with Hogan and some others (and it may have been The Machines and Hulk Machine, but I can't recall exactly), that while the others are talking, Hulk starts goofing off and starts doing his little "swimming away" bit but then continues with more goofiness.
Does Kamala completely drowning out Razor Ramon during a group promo by wailing constantly count as non-verbal? He never said a word, just moaned super-loud throughout it. Funny stuff.

When Chris Jericho made his debut and they show The Rock pacing back and forth and when the music hits they cut back to The Rock with a disgusted look on his face while Jericho stands at the ramp doing his pose

Foley really put Triple H over in Foley is Good for selling it so hard, saying that it could have easily been a "so what? different shirt" moment if Hunter had half-assed his reaction to it, but he sold it as a huge deal. I know they've had occasional issues outside of the ring, but I feel like Mick and Hunter often got the best out of each other. Yeah, totally, if you were to put his earlier smirking face in the part where he reacts to Cactus Jack then the whole dynamic would change, Foley would look like a total doofus. Thankfully that's not how it happened, and we got the gold that we did. Also I agree, I think they worked great together, I miss their chemistry, they're two of my favourites. Although I think everybody would largely agree that Austin and The Rock were the (even) bigger stars, HHH and Foley were always right up there for me, especially when they were doing angles with each other. I think Foley/HHH is definitely one of WWE’s greatest feuds in company history. On the short list fasho.

Some older ones: -At Hogan's three-year title reign trophy presentation on Piper's Pit: the grin slowly sliding off Andre's face as he congratulates Hulk, and Hogan selling surprise and the hint of fear when Andre's handshake is just a little too strong and a little too rough, but he shakes it off when Piper gets his attention again
-The actual Andre turn, also on Piper's Pit not long after. Truthfully, Piper's fantastic, quiet, compassionate "Yer bleedin'" to Hogan, the man he used to hate more than anything in the world, is the real MVP of the whole angle, but Hogan does a great job of selling the ending as being confused and kind of heartbroken that his "best friend" has turned so dramatically. This version of Hogan is the guy who changed wrestling, and when he or they stopped having him show emotion like that - like the Sid build-up - is when he stopped being someone you could actually get behind. That later, more actively dickish Hogan unfortunately became the template for most of their faces in recent years, instead of the fundamentally decent hero he started as who was allowed to be a person, too.
-The Megapowers forming on SNME. Savage sells the hell out of the beating the Hart Foundation and Honky Tonk Man give him, and then when Hogan comes out to help and they clean house, they give us that truly awesome moment where they bump into each other, back-to-back, and immediately throw up hands because how can Hogan and Savage possibly be on the same side? Savage, especially, goes reeling back like a fighter on his last legs, and then they do the greatest "heel offers a handshake, face looks to the crowd for advice" exchange of them all. When they shake hands, there's a look in Savage's eyes that reads "I wouldn't trust me either, but-" that still brings electricity to it today like it did when it aired.
-And that's perfectly book-ended years later at Wrestlemania VII, when Elizabeth rescues Savage from Sherri and Savage pops into the exact same ready to fight pose from the segment above before he realizes it's Elizabeth who saved him. Then HE takes the Hogan spot, looking to the audience for guidance, bringing an end to one of the greatest heel runs of all time.

This is a great thread, I never would have thought of looking at the nonverbal side of promos.
A moment that's always stuck with me was during Vince's promo at Armageddon before the six pack Hell In A Cell. Vince was trying to get the match cancelled and appealing to the audience, "As a humanitarian."
And right after he says that, he lets it sink in with this great supplicating look.
