Two of the biggest names in the business. Two of the best talkers. Same era. Why did we never see a piper vs savage feud?
Hogan vs savage feud lasted about a year with mini feuds with beefcake and hacksaw. Savage vs dusty lasted forever too stretching from rumble 90 through summerslam 90. Shortly after he feuded with warrior. That is only four or five relevant feuds in the whole post wm5 heel era. Why did this feud never take place? Interactions between sherri and piper would be great and the promos would be gold.

If I had to venture a guess, it's a couple of reasons:
1. Timing was wrong. Piper did his "retirement angle" (lol) at WM 3, just as Savage was dropping the IC title and beginning his ascension to the main event. Then Piper returned to the ring later in '89, but by the time they'd have been able to book babyface Piper against heel Savage you either had the Dusty feud still going for Savage while Piper feuded with Rick Rude, then Roddy doing more commentary work since he wasn't looking to be full-time, or you were at the point where Randy himself was scaling back his workload in anticipation of his own "retirement" angle at WM 7, at which point both guys were babyfaces.
2. Who's jobbing? Piper wasn't big on losing during his WWF run and was incredibly well protected, almost never being pinned or submitted on TV until he put Bret over at WM 8. While Savage wasn't completely setting the world on fire during his heel run at this point, I think they still wanted him protected and ready to step in for marquee matches and events as needed; losing outright on TV to Roddy might've hurt that.

Yea, pretty much all this
In a sense it probably ends up like Savage vs Dusty where nothing of consequence happens and the whole feud is just ended on a DQ and that's it
Roddy isn't jobbing and while Savage was falling down the ladder, he was still protected in a sense and he wasn't losing either

Timing is the only thing. They worked against each other quite often over the course of their WWF careers:

December 6, 1986 @ Cow Palace in Daly City, California Randy Savage (c) defeated Roddy Piper [WWF Intercontinental Title Match]
December 7, 1986 @ San Diego Sports Arena in San Diego, California Randy Savage (c) defeated Roddy Piper [WWF Intercontinental Title Match]
December 13, 1986 @ Copps Coliseum in Hamilton, Ontario Randy Savage (c) defeated Roddy Piper [WWF Intercontinental Title Match]
February 23, 1987 @ Madison Square Garden in New York City, New York (TV Taping) Roddy Piper, Junkyard Dog and Ricky Steamboat defeated Randy Savage, Adrian Adonis and Harley Race [Elimination Match]
February 28, 1987 @ Kiel Auditorium in St. Louis, Missouri Roddy Piper, Ricky Steamboat and Junkyard Dog defeated Randy Savage, Harley Race and Adrian Adonis [Elimination Match]
March 8, 1987 @ Athletic & Convocation Center in Notre Dame, Indiana Roddy Piper, Ricky Steamboat and Junkyard Dog defeated Randy Savage, King Harley Race and Adrian Adonis [Elimination Match]

June 30, 1989 @ Forum in Montréal, Quebec (Not a typo, two different matches) Roddy Piper defeated Randy Savage
July 1, 1989 @ Olympic Saddledome in Calgary, Alberta Roddy Piper defeated Randy Savage
January 22, 1990 @ Miami Arena in Miami, Florida (TV Taping) Roddy Piper defeated Randy Savage
April 21, 1990 @ Capital Centre in Landover, Maryland Roddy Piper defeated Randy Savage
April 21, 1990 @ Richmond Coliseum in Richmond, Virginia Roddy Piper defeated Randy Savage (also not a typo)
April 25, 1990 @ Grand Rapids, Michigan Roddy Piper defeated Randy Savage
April 26, 1990 @ Peoria, Illinois Roddy Piper defeated Randy Savage
April 27, 1990 @ St. Louis Arena in St. Louis, Missouri Roddy Piper defeated Randy Savage

May 4, 1990 @ Orlando Arena in Orlando, Florida Roddy Piper defeated Randy Savage
May 5, 1990 @ USF Sun Dome in Tampa, Florida Roddy Piper defeated Randy Savage
What's funny is that once they were both in WCW where Piper was feuding with Savage's NWO...they only had three matches:
WCW Uncensored - March 16, 1997 @ North Charleston Coliseum in North Charleston, South Carolina Hollywood Hogan, Randy Savage, Kevin Nash and Scott Hall defeated Chris Benoit, Jeff Jarrett, Roddy Piper and Steve McMichael; The Giant, Lex Luger and Scott Steiner [4 on 4 on 3 Handicap Elimination Match]
Nitro - March 23, 1998 @ Freedom Hall in Louisville, Kentucky Randy Savage vs. Roddy Piper ended without a winner
WCW Great American Bash 1998 - June 14, 1998 @ Baltimore Arena in Baltimore, Maryland Roddy Piper defeated Randy Savage

Probably an afternoon show just outside Washington DC, then a 120 mile drive down to Richmond for presumably a night show.

Timing was most defiantly wrong. Piper turned face and retired the night Savage was beginning a very slow burning face turn himself.
When Piper returned in '89, Savage was busy with Hogan, Piper was put with Rude, they did a host of matches together in 1990 but again both were in different programs. Piper then went into the announce booth and Savage was programmed with Warrior, by 1991 both were faces and in the announce booth.
If it was going to happen anywhere then they could have switched the Dusty/Savage angle in 1990 to Savage/Piper but they just didnt. Savage/Dusty was more a natural fit due to both having valets and the King/Common Man dynamic.
