To me it is Charlotte
Talented yes but for all she has accomplished in the time span she has done it her talent is IMO sub par to her list of accomplishments.

Del Rio, and for me it isn't even close
Charlotte has a boat load of accomplishments though, like the amount she should have probably gotten in the span of a decade and not three years.

I can't think of a good Kane singles match or promo. I do think there's at least something impressive about Charlotte, Del Rio, Sheamus, etc. even if they are overpushed. But Kane? Just a big dope with a bunch of wins.

Del Rio is the top of this line.
Orton is a decent enough second with how little he cared and how boring he was because of that for the majority of his career.
They are giving Charlotte a lot quickly and I don't particularly think she's anywhere as good as they like to push her but she has a ways to go to get
anywhere near to the level of stuff they gave Del Rio doubly so with how little the crowd cared for Del Rio for like 90% of his run.

I'm trying to remember a time when Del Rio was over and all I can think of was his brief stint in ROH... where Jay Lethal was still getting better reactions despite being the heel in that feud.
Swagger? He actually was getting decent pops towards the end of his run if I remember right. Sheamus? I'm biased so I can't answer that. Charlotte? Yes, it's frustrating but people give a damn about her when she shows up. Roman? [somewhatsensible!Richlen]I'm biased but even if I wasn't he's still way better than Del Rio on a lot of fronts anyway. [RomanEmpire!Richlen]HOW DARE YOU. Triple H? The Booker T feud aside, it's hard for me to disagree with the choices of who he went over, plus he did end up putting over Benoit (even with hindsight involved) and Batista, both of whom needed it way more that Trips at that point anyway. Orton? When he's actually able to give two shits, he is ON.
Only person who'd be worse is Shelton Benjamin, who is perhaps THE single most boring wrestler I have ever seen, but he doesn't have half of what Del Rio was given and he's not a human toxin so he gets a free pass.

I don't know, to me, "unimpressive" means shit in ring.
And I get that plenty of people apparently think that Charlotte is garbage in the ring, but I don't think that.

Del Rio when he first showed up was over as a heel. Hell he was over as a heel up until that mania where he lost to Edge. and then he just cut the same promo for eternity and was more aggressive with his armbar after the bell.... though he did get over a bit again for like two weeks he changed from DESTINY DESTINY PERRO! stuff... to a faux Hero of the people thing that people actually responded too... so they immediately went back to him ranting about his destiny. He was over as a face for a while when he first turned too saving Ricardo... then they suddenly tried changing him from Mexican Aristocrat into an actual hero of the people thing that no one bought... then they put him against Ziggler who teh people were begging to cheer... then they did the double turn and Rio went back to PERRO PERRO DESTINY! Look at me aggressively hang on to my armbar. Then he was fired. Then he was brought back in his terrible second run where he didn't give a shit and was probably coked out of his gourd for most of.

Del Rio's most memorable match is the make believe knife fight he got into. I actually recall liking a lot of his in ring work(except for that HORRIBLE finisher shit stomp thing he had), but I can't think of one REALLY good match or REALLY good promo. At least HHH and Charlotte have had some really good, memorable matches, but Del Rio was just a "pretty good wrestler" who got a megashitton of kayfabe achievements in a short time(one might say "fairly quick").

I really want to say Batista. I don't know if I can justify it to anybody, but that's just the feeling I've got. No, I can see it too. It's hard to dislike him anymore thanks to his remarkably good film career, but honestly, Batista as a main event face (and he was booked as a face for the majority of his main event run) was never very good for anything besides unintentional comedy, and they stuck with him in that role for years after it was obvious he wouldn't amount to more than the Lex Luger to Cena's Bret Hart.

If all the names that had been thrown out there, Del Rio stands head and shoulders above the rest. When your personal announcer is the most entertaining part of your gimmick, you should reconsider your gimmick. Or just put some effort in. Something that makes you worth watching. The only thing I actually remember of Del Rio’s work was him running to the ring to cash in on Punk and getting kicked in the head.
That’s your legacy for me, ADL. Getting kicked in the head. And not even selling it that well.
Charlotte, I understand why people don’t like her, but her matches are entertaining. So I think she’s fine where she’s at.
Randy Orton has this thing about him that I really want to watch. His workratez is not something to be desired at times, but when he’s on and in character and motivated, dude is over as hell and deserves his spot.
I would have said Sheamus if it wasn’t for The Bar. I’ve done a 180 on him and actually enjoy his work. He’s found his spot and deserves it.
Bliss is highly entertaining and has made the biggest steps of all the women from NXT and become someone I actually care to watch, even though her writers suck, she makes do. She’s not as in-ring skilled as the 4 horsewomen, but her character (only just now becoming a little stale) is so much better and more well rounded than theirs. Totally deserves her spot.

Then he was brought back in his terrible second run where he didn't give a shit and was probably coked out of his gourd for most of. He ended Cena's US Title Open Challenge. That entire thing that damn near everybody loved and were pumped to see every week, and see how it would end, was all ended by Bertie.

Overpushed maybe but unimpressive? Not at all. Charlotte is a damn good worker, easily one of the best women workers WWE has had.
