I think so. He could have had a proper feud with Sid and maybe Windham until mid 1991. Then you can have the Luger turn heel earlier so Sting can feud with him before doing the Abdullah and Cactus Jack/Dangerous Alliance storylines.
All of these feuds make Sting look more credible as he’s taking on a variety of opponents.

I hate angles like that. Why didn't Sting just pay the production crew to tell him who he was?

Black Scorpion was awful, but it was still Ole Anderson booking and taking orders from Jim Herd. Let Jim Cornette and Paul Heyman book the angle without Herd involved, and it, along with Sting's reign, would have succeded.
Was Flair's next reign successful? Or Luger's? Herd, with Ole and post WWF Dusty buried the promotion. People blaming it on Sting always baffles me.

I mean it would have been less comical and stupid so it would have been better just by default. But I don't think it would have been that much better. Sting was always at his best when he was chasing the title, trying to survive the monster or both. Champion Sting never really worked in the long term.
