Does anyone know why he was hired in 99? He seems like a guy Vince would hate and he stuck around for only a short amount of time so it’s not like they had any plans for him.

Maybe a favor from Heyman so Meanie could actually get paid for a few months?
The weird part is Meanie worked best with Stevie and when Stevie arrived in late 1999, Meanie only lasted a couple more weeks.

I feel like it was just a product of the times. It was a period of time when WWF and WCW would sign just about anybody that had any kind of cachet from one of the other companies.

As mentioned, probably part of the ECW/WWf talent program, plus given a lot of the gimmicks back then, Blue Meanie fit like a glove, anyhow.

Stone Cold got over and he was a huge meanie. Ken Shamrock got over and he wore blue a lot. Put that shit together. Boom, megastar. I don't know if I should laugh at this, but this gave me quite a chuckle. Anyway, being that I was not that familiar with ECW when he came on (I remember seeing PPV ads, but got more exposure by watching a countdown show for November 2 Remember 1998 and then watching PPVs in 1999), I wondered who that guy was. I remember he just interfered in a match on Heat and wondered who in the hell that fat guy with a crop-like top coming out of the crowd to interfere in a match was. Then he started coming out with the J.O.B. Squad and you know the rest. Also, he did do his Bluedust bit during that feud with Goldust. Suddenly, I just remembered that pre-recorded segment when he taunted Goldust before he got a "blue bath." I didn't mind that part, but the bit on the Titantron? I think now I should try to get that out of my mind again.

It is worth noting that Meanie was among the first to show the WWF the power of the internet.
When he was first released, the WWF for the first time was on the receiving end of a massive email campaign to rehire someone.
So they actually did.
I think that's a pretty cool distinction.

Hated how Goldust sold Bluedusts "bizarreness" during their feud. They even had the same guy give Goldust flowers. The two as buddies was pretty much the end of Goldust in 1999.

I’m pretty sure I recall someone in a shoot saying that Meanie and Stevie were filming stuff for a Blair Witch Project rip-off at this time, but none of it made air. I don’t remember any of it anyway.
