I think everyone expects them to make an agreement eventually considering the parties involved and it would benefit both companies as well but you can also say this isn't as slam dunk as people think it will be
What are factors you think can hold up this partnership?

if AEW's tv newtork is in less homes than ROH's Sinclair affiliates

The biggest will always be which mexican promotion they associate with.
NJPW is extremely loyal to CMLL
AEW and AAA is an inevitable carny job waiting to screw both companies over

I agree that the AAA/CMLL stuff could be a hurdle; there are so many warped wrestling politics in Mexico, and CMLL has been a great partner for NJPW, so they're not going to want to rock the boat on that.
That said, I wonder how much of it might come down to the scope of AEW's TV deal. If they end up somewhere like TBS, then ROH should probably make peace with the fact that they and AEW aren't really in competition with one another, at least not 1:1 competition given the much larger scale a weekly spot on a channel like TBS would be compared with Sinclair's affiliates using ROH at different hours and days. At that point I could see a small working agreement potentially taking shape.
