By “over” I don’t mean “most protected” or anything, I mean what gets the biggest reaction from the crowd?
Roman Reigns, despite the boos, still gets the crowd joining in with the “oooooaaaaaa” roar thing he does, but I think the RKO is the clear winner here. Always gets a pop and always gets an “RKO” chant.
Anything beating the RKO as most over finishing move?

I feel like the only one that's really at all associated with the character itself is the RKO. It's a core part of Orton's identity while for pretty much everyone else their finisher is just, "That move they use."

It's the RKO, no question, but since it came back Seth's curbstomp has been getting great reactions, especially when he's tuning it up.

Sweet Chin Music used to be able to compete, but now everyone and their mother has a Superkick in their arsenal (not unlike Jake's DDT becoming commonplace). The RKO is still really the only finisher that can be hit anywhere and everywhere with an audience reaction to it.

I think I'd actually argue the Kimura is more over than the F-5. F-5 they've kind of made such a one-hit-kill that it just deflates people when it happens, while the Kimura's more of an, "Oh shit!" because Brock rarely uses it anymore.

Leaving the obvious aside(RKO)
Kairi Elbow is very popular,but lets wait for then it goes to the main roster.Maybe the Kinsasa.The Curb Stomp is a very visually appealing finisher,so is the F5.
Its kinda hard because it seems like WWE really doesnt build up finishers anymore.

I'm going to echo the non-RKO division's winner being the Black Mass. It's got that same whiplash, hit it on anyone at any time quality that the RKO has, and Black is usually good at making it look absolutely murderous (that first one on Lars notwithstanding).
