According you the ever reliable Wikipedia there have officially been 5. We’re talking about strictly as leaders of the Bullet Club and there time spent there.
I’d go:
Kenny Omega AJ Styles Prince Devitt Karl Anderson Jay White*
White is my really fair to judge yet as he literally just got the spot. Also, Anderson is only ranked so low for me because the others are so significant. Plus, he’s always been better as someone else’s heavy/the muscle.

AJ doesn't consider himself leader, so neither do I. From there, I'd go:
Devitt Anderson White Omega
Devitt created the group and set the tone, despite not winning the IWGP Heavyweight belt. He was unstoppable as Jr. champ (sweeping BotSJ) and defeated heavyweights in the G1. I'll give Anderson credit for the secondary run, as Bullet Club held all the belts at one point. Styles coming in and immediately claiming the top title was huge. I give White the nod over Omega, as the group's winning percentage has been super high since his takeover. Plus he's done everything he said he would, including winning the IWGP title on his first try.

I don’t consider Kenny Omega bullet club, same as with the Bucks, they always looked awkward hanging out with Gallows and Karl and the rest of the boys.
Bullet Club was a lifestyle more than a faction, you traveled together and went to drink or dine with the sponsors. The Elite never seemed to embrace it in my opinion.
Now as far the ranking the leaders? Karl Anderson invented it so him.

Anderson/Devitt tied for first. Omega was enjoyable but never seemed to take the role seriously. Jury is still out on Jay since it's only been a few months, but so far he's a much better fit to lead the group than Kenny was.

Devitt Anderson Omega White
White could obviously move up in time given he's still leader and to be fair he's had a pretty strong start. He'll have to go a long way to touch Devitt or Anderson though.

Prince Devitt - Devitt really created the identity of the Bullet Club more than a lot of the original members. From there it grew and evolved, and got over based on that. Without Devitt I really think the Bullet Club would've had a premature death or never gotten nearly as over as it did.
AJ Styles - And, as much as Devitt crafted the identity of Bullet Club, AJ reinvented the Bullet Club. He really reinforced the frat house of gaijins feel the Bullet Club became known for moving forward and without him there to pick up the slack I don't think the Bullet Club would've had as easy of a transition in its existence post-Devitt.
Kenny Omega - Warts and all, I think Omega's run as the Bullet Club leader was strong though not nearly as strong as those that came before him. While it's true he too reinvented the Bullet Club identity and evolved it from where AJ had taken it after Devitt, I think it wasn't as seamless of a change as under Devitt and AJ. As such, as we all know, the Bullet Club felt very much like a fractured group with a bit of an identity crisis.
Jay White - For now this is where I'd place him, though it's not really fair to judge him definitively when he's just taken over. From what we have seen, I think he has potential to easily overthrow Omega as the third best leader and maybe even give BC the fangs its lacked since Devitt's stay as leader and veer away from the more comedic feeling or meme machine feeling the group's existed in since.
Karl Anderson - All due respect to Anderson, but he was always the second in command of Bullet Club. Even before Devitt joined as their leader, he felt very much like the Goldar to somebody's Zed. No shame in that either, I thought he was great in his role as the second in command and as the co-underboss of the group alongside Fale.
