When I say modern era, let's go with from the 80s on through now. What countries in that 40 or so years have no record of any localized professional wrestling? WWE tours and similar destination events by exterior promotions don't count.
Would it even be possible for anything to have emerged in North Korea in the years since the Collision show?

Couldn't find anything for Bhutan or South Sudan.
I'd imagine it's mainly your isolated African and Asian countries at this point, perhaps some Oceanic countries as well.
Looked at South America briefly and couldn't find anything for Suriname.

Unless they’ve had something very recently or very under the radar Myanmar (Burma) only had one charity wrestling event by a foreign promotion that I know of. Other than that they haven’t had any pro wrestling shows.
Also, back when I was updating my website I looked really hard for any evidence of pro wrestling in Iceland, but couldn’t find anything. I remember there was a video of Trish Status meeting one of their amateur wrestlers that kept getting in the way of my search results.
