This is certainly the first I've heard of a current superstar calling for an off season, and a locker room leader in Reigns might be needed to get it done.

There won't ever be a full company-wide offseason. Too much $ lost.
They have 2 options:
1. Rotate everyone out for 2-3 months each year. They have a big enough roster to do this without missing a beat.
2. Get rid of most house shows. Keep the ones that draw better gates but give the talent more time off each week. Once the new TV deals kick on house show revenue will be around 2% of their total revenue. It's not worth it. Keep the talent healthier physically and mentally so they can show up each week for the TV shows you're being paid hundreds of millions of dollars for each year. And it might even lead to better attendance for TV and PPV tapings because there are fewer shows in most cities.

They should definitely rotate wrestlers on and off the road, for set periods. And they shouldn't try to hide it with the usual, kayfabe, 'injury takes so-and-so out' stuff. Just openly state that certain people are having time off at certain times.
It would actually give the business more legitimacy, making it clear that guys do need time to rest and recover.
Trouble is, it would take far more organisation, discipline and creative control than the WWE is apparently capable of wielding. Just imagine what a challenge it would be to stagger time off for all the men and women that the WWE have, and the adjustments that would be needed, to allow for new storylines and feuds.
