It seems WWE may actually be condensing who gets to be on the card this year to just a select few wrestlers and everyone else may just end up on the preshow battle royal.
My guess is the following will not get Mania matches: The entire cruiserweight division not named Buddy Murphy or Tony Nese (But even then, I think they'll be on the preshow) All the NXT callups (Gargano, Ciampa, Ricochet, Black, Evans, Cross, EC3, Heavy Machinery) A majority of the women's division on both shows except Rousey, Charlotte, Becky, Bayley, Sasha, Nia, Natalya and Tamina (we may get Asuka on the preshow though) Revival The Usos Andrade The Hardys R-Truth Dean Ambrose John Cena Undertaker
Who else is a glaring omission?

Someone said there are three matches or so not announced yet. We still have two weeks of TV to go. I figure Aleister and Ricochet will get something, just hard to confirm it with him in Amsterdam right now. Ciampa, of course not since he just had surgery. Think they changed their mind on bringing Gargano up right now, NXT needs him.
Asuka will be wrestling whoever wins the four way on Tuesday. They need bodies for the Andre and womens battle royal, figure that's where most of the rest on your list will go. I'm still leaning towards Ambrose being done with TV and just doing live events and dark stuff til he's done. There's rumors Corbin won't be Angle's real final opponent, but who knows. Undertaker is up in the air too.

I figure between the three tag titles, two of them might get spots on the main card. The likely four-way for the Women's Tag Titles has probably the best shot, given that it's a new championship they need to establish, and the Smackdown tag titles have The Hardys and Usos, who have the best star power between the three divisions.
That leaves The Revival, who might be lucky to even get a title defense on the Kickoff, if they aren't just shoved in the Andre.
