In all honesty I think the main reason guys like Omega and the Bucks are doing AEW is that they don't want to actually be pro wrestlers. By that I mean they don't want to actually be on the road with a full schedule of dates. They would rather take Tony Khan's money to do very little. It's nice work if you can get it, but it is also taking the 2018 Wrestler of the Year and the Tag Team of the Year off the board for months at a time. Kenny was offered a lot of money by WWE, but I would imagine the schedule and creative freedom played the biggest parts in him taking the AEW job. It is pretty obvious from "Being the Elite" that the Bucks are getting worn down from the travel to Japan and preferred to work stateside, while also working less dates to spend more time with their family. New Japan put all of them on a very limited schedule, but the travel across the Pacific is brutal. I think New Japan gave them everything in their power available. They weren't going to pay Kenny more than Okada and the Bucks are big draws in the states, but not huge stars in Japan, so no way they would come close to AEW's offer.

I don't get why WWE moved developmental down to Tampa in the first place. All those DUIs to me are a result of that. Tampa is a really wild town with Ybor City and countless strip joints. This stuff didn't happen as often with OVW, and if someone did get into some trouble I think Cornette smoothed it over with the authorities. The move was more about WWE execs wanting to hang out in Florida when they visited. Apparently it was largely because Johnny Ace had fun partying there when he was active and had some weird old school frat boy notion about developmental

Most of the Elite guys aren't a loss for NJPW other than Omega. A part of me thinks these guys are the modern equivalent of big WCW stars wanting to sit out the Time Warner deals rather than actually wrestle. As I said before, these guys don't really want to be wrestlers. They want to be internet pseudo celebrities. Bandido went to ROH because AEW couldn't give him a straight answer on dates, because he actually wants to be a pro wrestler and not waste whatever momentum he got last year sitting on the shelf.
As far as the OVW vs. FCW thing goes, you can certainly get into some trouble in Louisville too if you want to. 7th Street is the sin den district with the strip joints and such, but it's pretty seedy. Fourth Street Live wasn't as much of a thing back when OVW was at its peak, or maybe it was in its infancy. The difference is that nightclubs and strip joints are sort of a side thing in Louisville, whereas it's kinda Tampa's stock in trade. Tampa is basically a big city version of a world where Mr. Potter won in It's a Wonderful Life, haha.

I mean, we literally have years worth of documentation of the Bucks and how often they had to put themselves through hellish travel schedules to make all their dates. For people who don't want to be wrestlers, they've spent a lot of time... Well, wrestling. And if you want to be an internet psuedo celebrity, there are much simpler ways without having to deal with injuries, financial pressures (see: TNA), insane amounts of flights, etc. And now they have a bit more leverage their main platform is used to, you guessed it, promote wrestling shows and wrestlers they get on with and like working with, rather than trying to become movie stars or whatever. Seems to me they're kind of invested in this wrestling thing. But that central point aside, they've now got more financial security and are in the process of getting all their ducks in a row for a big, complicated venture, and so have the space to spend actual quality time with their families rather than keep going on the grind for a few months... And that's a bad thing?
