I’ve never heard of them getting a fine before, but it’s been at least 10 years now that the guidelines for refs have been to call it like a shoot. It’s up to the performers to not f*** up finishes, refs aren’t supposed to bail them out anymore. that doesn't really apply here when the Ref is the one that f***ed up. Ronda's shoulder was blatantly up when he started counting. and I remember hearing they scrapped that idea pretty quickly. The ref blatantly f***ed up, which is why he would’ve gotten reemed out by Vince. That’s apparently a huge no-no for Refs, counting improper pins. As it mentioned in the article, protocol is to not count until it’s a legal pin. Which would’ve also been a debacle here, if there was an awkward delay before the pinfall. And I believe originally when they changed the rules for refs, they didn’t tell the refs the finish to force them to call it like a shoot but that was very quickly abandoned.

If true, it's funny to see how different promotions handle situations like this; makes me think of KUSHIDA pinning Kenny Omega a few years ago, or Will Ospreay pinning Bad Luck Fale this year, where the loser clearly had a shoulder up but the idea was "the finish is the finish". That's my thought on it. Like, the shit is fake. Unless it's a situation where the move is completely f***ed up, just count the pin and have it be that. Suspension of disbelief and all that. Plus, it's not like bad ref calls aren't a thing in real sports. Why shouldn't the same thing exist within the wrestling universe considering how inept refs already are?

WON reported at the time that the ref in Taker-Lesnar at Mania 30 was told to call the match as a shoot and wasn't informed of said finish beforehand.

Wait, that ending was a shoot? Oh my f***ing lord, that's unfortunate. No the ending wasn't a shoot.
They're saying refs are instructed to treat the end like a shoot so if they see a pin, they count the pin even if that isn't the finish. However, this was apparently supposed to be the finish but he started counting before Ronda's shoulder was fully down and that's why he was fined according to this.

Yeah I didn't care about it let alone the fact that Sheamus no sold that shit. He said it was expensive but he didn't care nor was he worried about it.

Kayfabe: Wasn't there a time when refs slid their hands underneath the space between a wrestlers shoulders to signify that their shoulders weren't down?
Break: Aren't the refs supposed to slide their palms in-between their shoulders and open spaces to let them know they aren't really pinned?

Honestly, the idea of the refs supposedly calling for a new finish, or a recount, if the shoulders aren't down, seems ripe for exploitation by any wrestlers who don't like the finish they've been told to go for. It's a bit of a tricky thing to judge correctly. But if Ronda was more experienced, then perhaps they could have called it a two count, got up and gone on for another thirty seconds. Or, if Becky had a non-submission finisher, she could have hit that and gone for the winning pin.
