Who are some heroes with some of your favorite villains, preferably ones who are primarily their villains and not just counting guys who were someone else's first or non-specific?
Now, I will say right off the bat that Batman and then probably Spider-Man are going to win out here in terms of singular heroes. As two of the most popular heroes, it's pretty hard to compete with decades of comics giving them sheer volume and variety. You have A-listers and B-listers, but also weird shit like Orca and The Spot.
I will say that Superman and Flash both have pretty solid lineups. Lex Luthor's the obvious one on Superman's end, but you also get anything from Metallo, Toyman in his various forms, Atomic Skull, Parasite, etc, and that's even without counting Darkseid. I am not really inclined to count him and the rest of Apokalips, but they do tend to cross paths with Supes more than most anyone else.
Flash, they're literally called the Rogues, and you get some really solid options like Captain Cold(seriously underrated), Reverse-Flash, Grodd, and more. Flash exists as such a puzzle to come up with plausible challenges for that you get some unique villains.
One who sadly doesn't have the best options is Wonder Woman. Cheetah's cool, and you have Circe, Giganta, Aries, and oddities like Doctor Psycho (who would be Peter Dinklage's easiest casting, ever), but for someone who has been around for so long, it starts to dry up. I imagine a lot of this is because she spends so much time in team up books like Justice League, so a lot of who she does battle with tend to be general sorts of villains like Despero. There's less pressure to come up with new villains for her.

I like Spideys because he has personal history with alot of them, whether friends, bosses, teachers, coworkers etc. Plus they're all pretty cool. I can't think of a Spidey villain I don't enjoy. Even the goofy villsins like White Rabbit are fun when they appear.
I also quite like the X-Men's villains. Magneto, obviously, but then have a good bunch of other villains and team. Hellfire Club, Apocalypse, Cassandra Nova etc

I like Spideys because he has personal history with alot of them, whether friends, bosses, teachers, coworkers etc. Plus they're all pretty cool. I can't think of a Spidey villain I don't enjoy. Even the goofy villsins like White Rabbit are fun when they appear. I also quite like the X-Men's villains. Magneto, obviously, but then have a good bunch of other villains and team. Hellfire Club, Apocalypse, Cassandra Nova etc You know, that makes me think. I would love to see them try to do Clone Saga stuff in the movies with Tom Holland. Both because it'd be fun to see if they could try to make it work at all in the films, given how convoluted it all was, and because seeing Tom play Kaine sounds hilarious. Granted, if they wuss out on actually doing it, they could just have it turn out to be Chameleon faking it.

I imagine part of why Wonder Woman's rogues gallery isn't great is the constant reinventions of the character. Everyone's always trying to put a new spin on her and with that comes introducing a bunch of one-offs no one cares about alongside retooling old ones. Though how dare you overlook the majesty of Egg Fu. I feel Aquaman likely has similar problems. You get Black Manta, who is a very good villain, Orm/Oceanmaster, who is fine enough, and King Shark, who is just plain fun, but a ton of nobodies and one-offs, since yeah, they retooled Arthur a bunch of times, like the hook hand era, among others.

Green Lantern has a decent lineup, but I feel like it was better before they started handing out rings to everyone imaginable when there was more variety.

Thor has a good one. There's all the ones inspired by Norse mythology (Loki, Hela, Surtur, Midgard Serpent), ones specific to Marvel's take on Asgard (Enchantress, Ulik, Executioner, Malekith, Destroyer), ones who got their powers through Asgardian magic (Absorbing Man, Wrecking Crew), cosmic level threats (Ego, High Evolutionary, Mangog), and a bunch of normal super-villain types that Thor outgrew but are still kicking around the Marvel Universe (Grey Gargoyle, Cobra, Mr. Hyde).
The Fantastic Four has a great roster of villains as well.

I'll give a shoutout to Daredevil too. He's got an iconic list of foes with Kingpin, Bullseye, Typhoid Mary etc.

I've never understood the love the Flash's "Rogues gallery" gets. Yeah, they were one of the first groups of such to get that sort of attention, but when you look at them...the Human Top? Turtle Man? Heatwave? Golden Glider? These are top villains for a hero? Flash has, like, four or five truly memorable recurring villains - Zoom, Grodd, Trickster & Piper (when they aren't heroes), Capt Cold and Boomerang. The rest are skidmarks.

Doom Patrol,the original golden age team had some decent villains.Then during the Morrison run he introduced some great rogues.
Miracleman-Kid Miracleman is the best villain ever.
Savage Dragon-Larsen creates some great villains.

Spider-Man and Batman have the most iconic lineups, I think. Both have numerous characters who are exclusive to them as villains. They also have the deepest roster of nemeses to choose from.
The X-Men probably have my favourite cast of villains, though. Magneto, when written as the twisted mirror of Professor Xavier (and not as a misunderstood hero), is really great. Sinister is really good, Apocalypse too. Random villains like Exodus, Avalanche, Sabretooth, Mystique, Juggernaut, the Sentinels, the Hellfire Club, Mammomax. The list just goes on and on.

Dr. Strange's regular rogues gallery is small, but holy shit do they pack a punch. Dormammu, Shuma-Gorath, Nightmare, Baron Mordon, and Mephisto, and I'm sure I'm forgetting a few into the bargain.

Heat Wave became great in the Arrowverse once he became an anti-hero and sometimes outright hero on Legends of Tomorrow. It helps that Dominic Purcell has so much great chemistry with Wentworth Miller and his Captain Cold, who followed a path to redemption and even kept to it on The Flash. Though the Arrowverse shows have been pretty good at taking B-list characters and making them really fun.
On that note, I did like how it seemed like Caitlin Snow/Killer Frost's character arc on The Flash is part of what influenced the comic Caitlin Snow's own heroic turnabout.
