It’s Spider-Man for me. He’s got a great line up with Green Goblin, Hobgoblin, Venom, Carnage, Kraven, Electro, Vulture, Sandman, Rhino, Scorpion, Lizard, Shocker, Dr. Octopus, Mysterio, etc.

There's different criteria. I interpret this as the SCARIEST rogues gallery, and that's gotta be X-Men, right? They got some terrifyingly weird bad guys... Sugar Man, the Demon Bear, Nanny and Orphanmaker, Shadow King, Magus, Mojo? Freakin' MOJO? Mojo alone is enough to make the X-Men villains the most terrifying. Chris Claremont could get into some messed-up stuff when he wanted to.

One who sadly doesn't have the best options is Wonder Woman. Cheetah's cool, and you have Circe, Giganta, Aries, and oddities like Doctor Psycho (who would be Peter Dinklage's easiest casting, ever), but for someone who has been around for so long, it starts to dry up. I imagine a lot of this is because she spends so much time in team up books like Justice League, so a lot of who she does battle with tend to be general sorts of villains like Despero. There's less pressure to come up with new villains for her. Hey! Who are you to doubt Egg-Fu? Serious answer...getting past the two obvious answers (Bat and Spider), how about...Firestorm? You had Multiplex, Killer Frost, Typhoon, Hyena, Black Bison, Mindboggler, Slipknot, Tokamak, Plastique, among others. Gave us long-standing DC villains like KF, and the Suicide Squad started as mainly FS rogues. Many FS villains appeared on the Flash TV show (which Firestorm would appear on as well). I admit, many of them seemed derivative of certain "types," but were still memorable enough. Would factions count as rogues' galleries? If so you can fit in the collective members of : Cobra, the Decepticons, the Evil Warriors/Masters of the Universe, the Evil Horde, Shadaloo, and such. Even Shredder and his goons aside, the Teenage Mutant Ninja Turtles had some colorful enemies as well. How about...the SWAT Kats? ?

Also have to give special mention to Captain America. Maybe not the strongest group of rogues, but I love a bunch of them. Red Skull, Baron Zemo, Arnim Zola, Crossbones, Batroc, Baron Strucker. Armadillo, Scourge, Asthma Monster, evil Captain America, the other evil Captain America, the other evil Captain America... Flag Smasher and ULTIMATUM are/were interesting concepts
