What DVD sets could WWE still make today where you wouldn't automatically say "I dunno about buying this, most or all of the matches are already on the WWE Network."
Two options I can think of are some really good or interesting documentary made for the set, or some sort of collection of non-PPV matches. (One good option would be releasing important championship matches that weren't on PPV, like the World Title changes from the WWWF years, Bret Hart's very first World Title win and other title matches from house shows, etc.)
I know a lot of people still buy DVDs with PPV matches on them, but I feel my cheapness shine through any time I see one for sale at a store. I usually decide not to buy when I notice most of the matches are on the Network somewhere.

A best of the cruiserweights blu ray with most of its content from Nitro or I could go for a best of lucha libre set with most of the content from WCW and some stuff from ECW as well as WWF’s Super Astros program.

Gotta have the six man lucha tag match from Bash at the Beach 1997 included. Even though it was already on the Highest Flyers DVD. And one on Vader with a fully fleshed out documentary, and maybe some of his international stuff included would be nice.
I know it will never happen, but I'd love to see a collection of "The Worst Gimmicks," but not just a quickly thrown together sixty minute countdown compilation of the thirty worst gimmicks that's essentially a cash-grab.
I would love to see a thoughtout collection covering, like maybe ten of the commonly perceived worst gimmicks in WWE/WCW/ECW history, where they spend an excess of twenty minutes covering each with input from writers, original performers, creative services and etc., there's so many bad gimmicks that I'd love to hear more stories of where they came from, what the plan was for them and even original designs and concepts for.
Bonus features could include original dark match debuts, general behind the curtain footage and costume fittings.
Another documentary I'd purchase if they put it out, especially if they actually dedicated time to doing it properly would be one about the history of WWE action figures, covering at least the LJN era all the way through to the Jakks Pacific one.
With the popularity of Netflix's "The Toys that Made Us" and general nostalgia, that is a documentary I could easily see them pulling the trigger and making at some point.
Also, I wouldn't mind a collection of the first two seasons of "Edge and Christian's Show that Totally Reeks of Awesomeness" as I can only assume there's a ton of outtakes and cut footage that would make it worth purchasing it in physical media.

I don't know if there is really anything left that they haven't already released that would be marketable enough for retail. I say that as someone who owns well over 600 official WWE releases.

Not gonna lie, I'd watch a Punk burial documentary. It'd be petty as shit and would burn the bridge forever, but it'd be fascinating.
