I don't know much about him but I would like to know more. I first discovered him when he wrestled Dr Wagner Jr and beat him for his mask. Dr Wagner Jr is probably my all time favorite luchador so I have to think that Psycho Clown must be a big deal. I also saw Psycho Clown wrestle Pentagon Jr which was good.
Will he ever be in WWE, AEW, ROH, IMPACT, NJPW?
I would like to buy one of his masks. I like the look. He is a big dude. I don't know much about the clown stable as a whole.
Are his promos good? How talented is he really? Is he just someone that Konan pushed and is undeserving?

All i Know is that him and his stable of Clowns are the most over thing in Lucha Libre and Mexican Smarks hate them.

I don't expect him to break out in the US since non-WWE wrestling is more focused on workrate, but yeah, Psycho Clown's humongously over, especially with kids, sells tons of masks, and has a lukewarm reputation among smarkier lucha fans. He's straight out of the Cena mold, though the most notable thing about that is that casual fans still make up such a big part of the audience in Mexico that it's way less notable than in WWE. I've watched a few AAA shows on their live Twitch streams, and the guys getting by the far the biggest pops from the crowds are Psycho Clown and fake La Parka, who's even more loathed.
