Based on the current state of things my predictions would be this (With explanations):
Night 1:
IWGP Heavyweight Championship: Kazuchika Okada (c) Vs. Kota Ibushi: Self explanatory. Heavyweight Champion Vs. G1 winner.
IWGP Intercontinental Champinship: Tetsuya Naito (c) Vs. Jon Moxley: Moxley drops his US Title to Juice at KOPW before beating Suzuki at Power Struggle, while Naito retains over White and Taichi. Moxley takes advantage of his G1 win over Naito to make this match.
Chris Jericho Vs. Hiroshi Tanahashi: They've already set this one up, so it doesn't require too much explanation for why.
El Phantasmo Vs. Jushin Liger: The challenge has already been made, and it makes sense to get Liger putting over a younger talent out of the way on night 1, so he can get his proper sendoff tomorrow.
Juice Robinson and Hirooki Goto Vs. Jay White and Kenta: Preview tag match for the next night, should have a lot of heat on it.
IWGP Heavyweight Tag Titles: GOD Vs. PCO and Brody King Vs. Tomohiro ishii and Toru Yano Vs Shingo and EVIL: A man can dream of a fresh match right?
Rev Pro British Heavyweight Championship: ZSJ Vs. Sanada: Sanada beat Sabre in the G1 and since it seems like he's supposed to be the next big star from LIJ he just makes sense to get a singles match this year.
6 man tag gauntlet: It sets up a match for the following night.
Night 2:
IWGP Heavyweight and IWGP Intercontinental Championship: Kazuchika Okada (HW) Vs. Tetsuya Naito (IC): They both win their matches from the previous night and headline perhaps the biggest Dome Show of all time.
Jushin Liger Final: Jushin Liger Vs. Minoru Suzuki: They've been building it all year, and the two are apparently close friends behind the scenes, it's a perfect send off to the living legend.
US Heavyweight Title: Juice Robinson (c) Vs. Jay White: Juice Robinson regains the US Title from Moxley at KOPW, and Jay White uses his G1 victory to have the showdown between bitter rivals on the biggest stage in New Japan.
Kota Ibushi Vs. Jon Moxley: Sort of a consolation bracket. You don't want to bench these two for the second night especially given this is likely the last night you have Moxley.
IWGP Jr. Heavyweight Tag team Championship: Ishimori and Phantasmo (c) Vs. R3K Vs. Bushi and Takahashi: It would probably be better for Takahashi if they kept him out of singles matches for now, but this seems to be a Jr. Heavyweight Tag teach dream match.
NEVER Openweight Championship: KENTA (c) Vs. Hirooki Goto: It just sells itself. Shibata's best friend defending his honor against the man who betrayed him live in Tokyo Dome.
IWGP Jr. Heavyweight Championship: Will Ospreay Vs. Kawato: It seems like every 2 years or so it's tradition for a prospect returning from excursion to get a shot like that.
Tomohiro Ishii Vs. Shingo: It's a match everyone wants them to run back again so why not go for it?
NEVER Openweight 6 man tag titles: Toru Yano, Togi Makabe and Ryuske Taguchi Vs. Gauntlet winners: Every belt should be defended at Tokyo Dome.
New Japan Rumble: It gives a lot of people something to do and everybody loves it
