Saw Weird Al last month. Will be a good time, although I was a bit disappointed that some songs missed the set list cut.
As for Indy itself, never been there, but I hope you didn't have high hopes of meeting Andrew Luck.

For starters, consider that you're going to the White River State Park concert venue to see Weird Al. That's on the opposite side of Victory Field and the J.W. Marriott (that big, blue building). Multiple places to eat are available within walking distance. Is there anything in particular you're interested, food-wise? If you're looking at steaks, for example, your options have shrunk, as while St. Elmo's is an obvious (expensive) destination, several other places like CharBlue, Palomino, and Granite City have closed in the past few weeks.
The bus system is one of the worst in the country and is currently in the final stages of an overhaul to enter the 1990s with a dedicated line. This isn't the first time they had one, but it's the first time they have one that won't go away the moment government funding disappears. It's only saving grace is having a low fee for a day pass for a city this size in $4. Depending on where you're staying, it may be more reliable to use an Uber or Lyft.
How long will you be in the city? Just for the concert? Across the street at Victory Field, the Indians are having their last homestand for the season, if you're looking for inexpensive entertainment. I would have suggested culture, but the Indianapolis Repertory Theater season doesn't start until September 4th.

My wife and I have gone to Indy for various Colts games, but that's kind of what there is to do there. You could try the Circle Center Mall that is located in the heart of downtown. Maybe the Children's Museum if you have kids, but not so much otherwise. We would go to the AMC theater as well, which is south of downtown. Just be prepared for the sticker shock of 9% sales tax on everything, 7% state and 2% local. I'm used to 6% KY tax so to me this is just insanity.

It does depend on how long you will be in town. Friday through Sunday the Indiana ComicCon will be at the Indiana Convention Center (literally a block away from where you are going to the concert).
In that immediate vicinity is also the Indiana State Museum. I don't know which displays they have up now, but there usually is a natural history display on one floor, a few sponsored pop culture displays (last time I was there they had a Prohibition display sponsored by 21st Amendment, a local liquor store chain as well as a display sponsored by Hard Rock Cafe), as well as a few other slice of life displays. They also have an IMAX theater that always has interesting educational movies to view (currently they are running an Apollo 11 one that I really want to see as their space movies are fantastic, as are any of the ones about prehistoric species).

Indiana State Museum and the Martin Luther King Park with it’s memorial to Martin and Bobby Kennedy are the big ones. John Dillinger and former US President Benjamin Harrison are buried in town too.

I only lived in the area for about 8 months. But I do have family that still lives there so I've been toIndy more than a few times. I'd recommend checking out the Eiteljorg museum.

Indiana State Museum and the Martin Luther King Park with it’s memorial to Martin and Bobby Kennedy are the big ones. John Dillinger and former US President Benjamin Harrison are buried in town too. I live in the MLK Park neighborhood. Can't miss the metal sculpture. But if you're going for that Dillinger gravesite, they exhumed him for some documentary and won't bury him again until sometime in September.

The zoo is really nice.
Eat a tenderloin sandwich.
The Indianapolis museum of art is really nice, but even better they have a great free park behind the building with statues and large sculptures. If you ever seen Fault of Our Stars the giant skeleton sculpture is there.

The Eiteljorg Museum and the Indiana State Museum are actually part of the same complex. The NCAA HQ is also there. In fact, you might use the parking garage for that complex for your concert Thursday anyways as the park is right in front of the complex and the southwest corner of the garage actually opens up to one of the entrances of the park. Be aware that there could be event rates for parking.

And I thought the disinterment was only for 24 hours. Heck, not even sure what they are looking for, unless proof he is still dead.

Some don't like the timing, but I have no issue with it. He tried to make it work for this season, determined that it just wasn't happening as his injury just kept getting worse, not better, and pulled the chute before the season began. Now instead of trying to tread water until he can come back, they move forward with the plan that Brissett is their guy (at least for now).

Now kind sir, while I've never been to Indianapolis, I have been to Davenport, Iowa. And there is no way that a city which includes race car crashes as an attraction could be more boring then Davenport, Iowa.
