I am purposely leaving out RPM as it does belong on the list but for this purpose i'm sticking with these two since they are within the same generation
So yeah, who you got? In Space continued the big change in the status quo after we got the new team in the second half of Turbo. Finally out of Angel Grove (for the most part anyway) and in uncharted territory. Add in great complex characters like Astronema and Ecliptor you had everything mix together for a great season which was also supposed to be its last. It saved Power Rangers
Time Force almost came out of nowhere. The sentai is really good but I mean so was GoGoV and like how Lightspeed Rescue turned out. But yeah, you had the great character in Jen as the toughen leader, ultimate anti hero Eric who was a dick but you couldn't help but like him and everything in between from Ransik on down. It is really one of those seasons that gets better every time you watch it, just don't watch Lightspeed Rescue and Lost Galaxy like we had to do in the twitch stream

For me it's In Space. I think the stakes of the galaxy was huge with every major season villain participating while creating new and awesome villains. Also the urgency with Zordon's capture and especially when they showed Zordon getting drained of his life force in almost every episode of the 2nd half.
Time Force is great though. It really excelled with it's main characters, particularly Jen, Wes, Mr Collins, Eric, Ransik, Nadira and even Alex. They have very mature and interesting character arcs that weren't done in any of the previous seasons. I especially loved how Eric never became part of the group. Sixth Rangers were brainwashed evil or allies who became part of the group. Eric was a hero who just didn't like our heroes. One demerit is Lucas, Katie and Tripp really aren't that interesting or get interested. They are likable at least.
Both have amazing finales. I think Countdown to Destruction tops just seeing all these allies and villains from previous years. The three parter End of Time is also excellent though. The ending to End of Time with the Silver Guardians on the beach is cool.
Even further, To the Tenth Power/Power in Pink/Protect the Quasar Saber might bow to Reinforcements from Future. Its hard to decide. It no surprise the best crossovers involve the Time Force Rangers and Space Rangers.

IMO TimeForce is the better season but not without its clear faults.
A big thing InSpace has over TimeForce is that their entire ranger core gets to shine where as TimeForce...really gives nothing to Tripp , Katie and Lucas...apart from like 1 really good to great in Tripps case dedicated episode and Katie gets two solid episodes that muck up the early continuity of the season.
Another one is that InSpace put to use their theme stronger than TimeForce.....InSpace really is a space opera they live on the ship , they planet hop etc where as TimeForce really only gets to do the TimeTravel thing less than a handful and its effect is only truly shown going into the finale.
But apart from that IMO TimeForce still edges it out as a better season...better acting and the rangers that TimeForce does emphasis have a stronger journey beginning to end.
And when it comes to villans TimeForce blows InSpace out of the water because and this is where InSpace really dropped the ball is that the side characters who were all really interesting in the first half are pretty much thrown to the wayside in the second half where as Fraxs story for what should have ammounted to just the usual throw away mini boss before the finale is elevated argueably even above Ransik himself and Ransik himself is no small feat character the dude starts off the season killing a red ranger and come the finale you see how easily he could have won...hell he techincally does not lose actually.
It is not a huge gap in quality where one is substantially better and again both have their faults but what this comes down to for me is that ignoring the faults...is that the good things InSpace does...TimeForce does just ends up doing better.

Time Force is a season where all the villains are capable of redemption and all the main villains want to change or regret the evil they've done. Unlike every other season where the monsters are destroyed, the Mutants are captured. Ransik, Nadira and Frax all have moments of regret for their actions and change. I especially like when Frax is going to get mind wiped he tells Nadira to end the cycle of hate and change. But for me, I love the backstabbing at Dark Spector's court in In Space. They all are supposed to work for Dark Spector, but Darkonda, Astronema and Ecliptor all have their own agendas basically seek to undermine their boss at different turns in the season.

This is a perfect example now that I went back to watch it and really goes with what I said that the good/great moments on Inspace were just done better in TimeForce.
InSpace when Astronema is fully turned evil and then recaptures and turns ecliptor it is shocking for a brief moment and then he is just there for the rest of the show losing what made Ecliptor that interesting anti-hero he had become and then he just dies.
TimeForce does it so much better and so much more powerful with Frax the only mark against this is that it comes at the end of the show but even that can be overlooked for how powerful this is in getting the overal message of TimeForces season across.

In Space. It was the climax of what had become unintentionally an epic that few children's shows have been able to replicate.
Time Force while not bad has a lot of the issues more modern Ranger shows have suffered from.

I haven’t seen Time Force and I’ve said it before, but I don’t like the cast change in the middle of Turbo. I felt nothing when Andros killed Zordon or when good finally defeated evil because I thought both scenarios would have meant a lot more if they had been done by rangers that had more history with the characters/previous events.

The change needed to happen in the middle of Turbo, the first half was just bad If you had Tommy's team In Space, the threat would have been nowhere near as large since they did it all at that point. Tommy or Adam would been more emotional killing Zordon but that's a small thing in the big scope of the season. At the end of the day, a young "rookie" is still left with the impossible task of killing Zordon, the man who embodies what a Power Ranger should be

The change needed to happen in the middle of Turbo, the first half was just bad There was a different creative team in charge of the first half who wanted to treat Turbo a bit more seriously (using a Sentai series that was just bat crazy and quirky), when the second creative team took over, they embraced the zanyness (and still had time to do serious plots too) the plan was to keep Adam, Tanya and Justin. Only Tommy and Kat were supposed to leave...then Tzachor decided "f**ck it, toss 'em all out"

Moments like these are still why IMO TimeForce edges out In Space as the best season it just feels like the overall writing in PR by the end of TF had really matured and the show had finally had well and truly grown beyond the tropes that were associated with it.
