After the hart foundation and Montreal, I don't think we ever saw him Neidhart on see tv with the exception of total divas. Natalya was constantly heralded as the niece of bret Hart. But for many years Neidhart was not even named. I would have thought he would show up in her corner for a big match at least once. Why did he never get asked to return for a raw reunion, old school raw, mania, or natalya match??

He did, he wrestled in the Raw 15th Anniversary battle royal in 2007.

He had a flurry of health problems and drug/legal issues throughout the 2000's. He made I believe a single wrestling appearance for WWE in those post-Montreal/WCW years, in 2007 for the Raw XV battle royal; and as I recall he didn't look healthy there. Things were so tough for him in his personal life (especially after the 2010 drug arrest) that I have a vague recollection of even Total Divas not wanting to feature him much for reasons having to do with all that.
Also, during all that time he and Bret were still close, so perhaps another reason was that he didn't want to deal with WWE while they & Bret were still mostly on the outs.

Presumably he just didn't want to because I'm sure he was offered.

It would have been inconsiderate of him to appear on TV during Nattie's birthday year

He had one or two appearances after Montreal. A few weeks after Montreal, Shawn offered him a spot in DX, only for them to turn on him later in the show. He was released right after.
