Seen this on TV a couple of times recently and am always blown away with how well put together it is. Not just James Earl Jones, but the interpretation in animation and Dan Castellaneta doing some superb VA work as Homer reciting the Lover's lines.
Three questions come to mind: 1) Is the best homage/adaptation The Simpsons have done?
2) Why does this not get more attention as a really golden moment from the golden era?
3) Would they attempt something like this now? I haven't watched a new episode since about series 15 so I have no idea of they've taken anything like this on.

I'd say the reason it doesn't get more attention because it happened before the real golden age of the show. Also, they've done so many great adaptations and stories on Treehouse of Horror that one from the very first one is easy to be overlooked.

It’s just them doing the poem. It’s great and all, but it’s not funny.

I think it's got the problem of not being very quotable or much in the way of punchlines to it. It's great and it's memorable, but it's separate from typical continuity sorts of things, so it doesn't have anything poignant to it to get referenced, either, like "Do It For Her" or Ned singing Que Sera, Sera when facing certain death. Those aren't meant to be funny, but do pay off for characters in main continuity, such as Simpsons has continuity to begin with, but you get it.

3) Would they attempt something like this now? I haven't watched a new episode since about series 15 so I have no idea of they've taken anything like this on. I think they would. The Simspons is still quite high-brow, it's just not funny. I think the crux of the issue would be, would they do it out of sincere respect and love for the original (as I believe this shines through the segment), or out of a sense of obligation.
This I think is always the core danger with having something like Treehouse of Horror becoming an annual tradition. They were able to start of with things like the Raven and the Twilight Zone parodies that were most likely based on their own upbringing with those sources in mind. But as the show declined in quality, theres a sense that they've ran out of that type of inspiration, and had to resort to "Well, this is popular just now" type of deal.
I've got the Wikipedia list open just now, and you can even see a chunk between seasons 6 to 11 where theres a lot of stories that aren't based on pre-existing stuff, but more generalised.
As a good example, look at what the upcoming Treehouse is going to parody
{Spoiler}{SPOILER: CLICK TO SHOW} Stranger Things - A series currently ongoing. Shape of Water - A film from 2017 (at least they can rely on the Oscar win to improve its chances of standing the test of time) The Eye - A film from 2008 that I hadn't heard of.
Not to mention the Mr & Mrs Smith one

I'm sorry, but the thread title sounds like the weirdest episode of Doctor Who of all time.

Sometimes good comedy doesn't have to be a quote or meme.

I know my boyfriend finds that segment boring and the weakest of that particular episode, but I love how stylized it is.

Sometimes good comedy doesn't have to be a quote or meme. Absolutely this.
