Power Struggle furthered teased it with Kenta attacking Shibata in the middle of the main event? So, will we see it happen?

I'm inclined to lean "no" but that it's a non-zero chance.

I don’t think any company with common sense would let Shibata work another match.

Plenty of guys are “cleared” because of a company’s best interests. I’m probably not the only one who’d believe that Bryan was wrongly *not* cleared for a while. But guys like Punk, who the WWE Doctor “cleared” despite not having healed from surgery and again while suffering from a staph infection? They were wrongly cleared. Austin never should have been allowed to compete at WM19. Misawa was probably wrongly cleared. It happens.

He died from a relatively routine bump in his matches.

I really don't think, in this day and age of wrestling, that a company would be as rash as to clear someone to wrestle when there is even a slight chance that person could be in any danger (any more than the regular dangers of wrestling anyway). Especially with an injury as severe as Shibata's. If New Japan clear him to wrestle, then I'm pretty confident he'll be fine.

I think he does something physical at WK, but I suspect we'll see Kenta/Goto with Shibata in the latter's corner.

Nah, looks like we're getting KENTA vs. Goto for the NEVER belt, likely with Shibata there.
HOWEVER...it's a two night event, and maybe Shibata has a protected tag match in him? Meiyu Tag vs. KENTA and a partner of his choosing, it's a thought.

I think so...on 1/5. I think Goto beats KENTA on 1/4 for the NEVER Openweight Title, & then on N2, KENTA will face Shibata in a grudge match.
