That's entirely fantasy booking. I had hoped the video was about what it would look like, not how the author would book storylines with him in it.
I think if Punk comes back in 2020, it would mean much less than if he came back in say 2016/7. We're talking 6 years away from the ring, where in theory fans from 2014 are different than ones in 2020. It wouldn't pop business for WWE, and the irony of him coming back in a part timer's position to hog up main events would not be lost. On the other hand, dude gets his Mania main event by being more over than everyone else, simply because he hasn't been on television to be booked to shit like the rest of the roster. His novelty will be being an older talent who came back, but once it wears off, it'll be CM Punk in 2020 WWE, where storylines lose steam in week 2 because 'plans change, pal.'
And I say this as a huge Punk fan who was gutted when he left in 2014. Dude should come back for one Mania payday and ride off into the sunset having proven to Vince that he can be his #1 star, but chooses not to because it'd mean less in their corporate environment that he rallied against on that Cabana podcast.

I wouldn't care. And I *never* thought at the time he left that future me would say that, but here we are. I don't even care that he's on whatever the WWE affiliated thing he's doing is.
