Because WWE characters are super one-dimensional. Good guys have one voice, bad guys another. Default face is lame uncle jokes and default heel is clever. Somehow they can't figure out why heels get cheered over faces.

I think in the case of Elias, part of his heel act was insulting fans and Vince loves that because he thinks we are all idiots. So the material is way better.
Now Elias is a face and his main shtick is insulting other wrestlers, we get the standard ancient ‘you look like a man’ type stuff that Vince thinks is hilarious.

They don't. New Day stayed great.
When it happens, I think it's three things. Heels always seem like underdogs compared to faces in the WWE, so when a face mocks a heel, it comes off more easily as bullying. And often, humor requires someone to be odd or undignified, and the WWE doesn't want faces to be odd or undignified.
But more importantly, face turns happen after the gimmick has been going for a while, and lots of times, it just ain't funny any more. It'd suck, face or heel.

One thing that I do think works for comedy heels is that an act might be funnier simply because we aren't really supposed to be laughing with the heels, but it kind of feels good to.
Take for example, Santino taking a cheap shot at Lawler and stealing his Subway sandwich. It wouldn't really work if the babyface did that to heel as it would be the good guy doing a dick move, regardless of which one steals the sandwich. But the fact that the heel went out and did something so petty, you can't help but laugh.
