If Brock ends up defending the title, who would be the best option to win the rumble? Should Brock retain (lol), should they give it to a top heel like Rollins to put someone else over at mania, or should they give it to a star that’s never won before?

that would be the perfect time to do the "everyone's eliminated when #30 comes out and becomes the new champ as soon as they get to the ring" finish. leading to everyone else who wasn't in the match ambushing that guy and each other on the way to the ring in order to get in the ring and the match themselves and become the champ.

#1 is Brock #2 is someone in the upper midcard
#2 kicks Brocks arse and chucks him out. 60 seconds in and guaranteed a brand new champion.
It's the route Heyman wanted to take in the Elimination Chamber in 2006, and, if he is on the creative team, it were a ECW specialism back in the day. Only time I can recall it happening in WWE was Edge in the Chamber Match in 2009.

They've been saying he's a future champion for a while now. I can see him winning it this way rather than beating whoever will beat Brock. Just imagine him kicking dudes all through the Rumble. I'm not even high on dude but it's easy to see.
