So in all types of mediums and stories you have your good and bad characters that define the story. Batman has his people, Flash has his, Green Lantern etc etc
Whether it be comics, games, TV etc who do you think are underrated villains that never got their due or haven't been used to their full potential
To throw one out there, Killer Croc seems like he can be a lot more dangerous then they have let on. Arkham Games he was just there and the movies haven't really defined him either

Two very very different examples:
Aaron the Moor is in one of Shakespeare's weirdest and worst plays, but he is a fascinatingly cartoonish character, and his evil monologue is the best villain speech the bard ever wrote.
The X-Men have a kabillion enemies, but my favorite has always been Mojo. He's a Chris Claremont fever dream (Claremont's at his best when fever-dreaming), and his ridiculous comedic elements only make him creepier. Unfortunately, it's so easy to use him for obvious, toothless satire, he can be really lame, too.

Among the rest of the MCU villains, I think Hela is underrated. She's not as complex as Thanos or Kilmonger but I found her super entertaining. Way better than jabronis like Yellowjacket at least.

Among the rest of the MCU villains, I think Hela is underrated. She's not as complex as Thanos or Kilmonger but I found her super entertaining. Way better than jabronis like Yellowjacket at least. Also helped that Cate Blanchett was stunningly sexy in the role too. She should rock the black hair more often.

Yea, thanks to Killmonger and Thanos she has gone a bit underrated as they killed the scene in the leadup and actual movie of Avengers Infinity War

Tim Roth as Archibald Cunningham in Rob Roy. In my view the greatest heel performance ever. He was so loathsome I even came up with the Tim Roth Scale of Villainy after seeing that movie in which to measure all future movie bad guys.

DC's Clock King also deserves more love in the BatGallery.
In terms of Jojo villains, usually Kira, Pucci and Dio Brando get most of the attention, but I really dug Doppio/Diavolo, the whole innocent hiding a Brock Lesnar-tier monster inside. Prob also has the most "sinister" design of all the Jojo antagonists.

Prob also has the most "sinister" design of all the Jojo antagonists. I would say Kira gets a little less love due to the "come down" from Jotaro action packed season. Kira didn't have some grand scheme unlike the others, he was just a bad guy so in imo he is def someone that is underrated Doppio has gotten a ton of love since the anime season Pucci hype is basically as big as Dio hype for obvious reasons
