Duke was enlisted, and Flint was an officer, yet Duke was in charge.

I didn't serve, but from what I gather you could become an officer via education and end up being in charge of people who have actually seen combat.
A smart man in a dangerous situation might defer to the guy who knows what they're doing.

Why did Quick Kick wear only pants but no shirt or shoes?
Snake Eyes was allowed to keep a wild timber wolf while Shipwreck had a parrot and Spirit an Eagle all in their barracks.

To answer the last few posts, they didn't have to wear regulation uniforms. That's why some of them have beards and shaggy hair and shit.
They still followed proper chain of command though, aside from Duke being leader over Flint. In the animated movie, Falcon even says to Duke "I'm an officer and I'm pulling rank."

I kinda figured they were co-leaders. That way, if Duke was on a mission, Flint would be another one they could rely on for commanding another mission.

I kept reading the title as "Why was John Wayne in charge of Michigan?"

Wasn't the chain of command: -Flagg -Hawk -Duke -Flint -Beach Head It changed as new characters were introduced. Early on, Stalker was the field leader before Duke was created/introduced. Truthfully, the hierarchy of the team was always a little jumbled. As they were an "elite" team built out of recruits from different sectors of the military as well as a number that were never technically military, their ranks and status pre-Joe team were not really held to once on the team.

Because Cobra hacked their systems and made it so.
What, you think Shipwreck, Lifeline and Dial-Tone were the only ones to benefit from that?

When the cartoon debuted they were trying to promote the new character Duke so they made him the de facto leader despite just being a first sergeant. Hawk (a colonel at the time) was ignored until they came out with a new figure years later. At that point he was a general and shown to be in command over Duke. Flint showed up later and while he outranked Duke the cartoon ignored this and had him under Duke in the chain of command. I don't know that they ever actually stated what Flint's rank was in the cartoon however.
In the comics Hawk was the leader from the beginning (unless you count General Flagg) and Duke barely seemed to make any appearances.

Never understood why Duke was so over pushed when I was a kid. Flint was always far superior. In the action figure line Flint had a better look and a kick ass sawed off shotgun, in the cartoon, his little brother nearly lost to a bunch of snake people, in the Arctic, and Flint won out again as his girlfriend was Lady Jaye, which trumps Duke as well because it leads us to Dukes girlfriend Scarlett which pretty much exposes duke as being in a cuckold relationship, watching his girlfriend be with a mute guy and his wolf...... Now that I think about it, damn that guy needs both some therapy and my sympathy.

Wasn't Duke with Scarlet and Flint with Lady Jaye?
Lady Jaye > Scarlet
