Mandrake the Magician (yes , i know about DoE , i was thinking of his own show. Maybe if they got the writers from BTAS it could be good)
Phantom (if they based them off the scandinavian stories and Falks itd be amazing !)
Hagar the horrible (they only did 1 episode , he deserves better than that !)

The Young Astronauts animated series, about a family on a 21st century space shuttle exploring the cosmos. To be fair it did air its pilot episode... three days before the Challenger exploded. It was then pulled from the airwaves, and none of it (even the aired pilot) has never been seen again.

The planned 90s Captain America animated series, which got a couple of storyboards.
Second season of 1999's Spider-Man Unlimited had plenty of scripts written, then Pokemon came along and crushed the first season, Marvel briefly went bankrupt, and that was that.
There was supposed to be an Inspector Gadget cartoon made in 2008, but nothing came of it.

There was almost a Buffy animated series set during the high school years and including all of the original cast members except Sarah Michelle Gellar.

Kind of glad that never got made actually...I prefer the happy ending Helga and Arnold got in the Jungle Movie, The Patakis would have tainted that a bit as it involved Helga moving away and struggling to maintain a long-distance relationship I don't think my heart could take a darker turn happening to Helga after all she went through to keep an eye on Arnold in the original series...and there would be the fear The Patakis would potentially be cancelled before the ending Craig had in mind (them getting married after reconnecting) I'm really enjoying their canon instagram story at the moment...which takes the long-distance thing, only it spins it in a positive light and something Arnold and Helga can totally handle together

Probably would’ve been mostly in the 40s, with a second season likely dealing with Cap in modern times.

There was supposed to be a third season of the Sunbow G.I. Joe cartoon. It was going to feature Tomax and Xamot running a new crime organization called The Coil. Instead, DIC got the rights and we got Operation: Dragonfire and the episodes that followed.

Metroid was suppose to get a cartoon series. Metroid, Castlevania, Double Dragon (a different one than what we got) and a California Games cartoon were all planned at one point for a block called the Super Mario Bros Power Hour. Also planned was a new season of the Zelda cartoon based on Zelda II, but the only remnants of that would surface in an episode of Captain N

Looking through the Chuck E. Cheese thread, I'm surprised he never got a cartoon, or that they used those characters the way McDonald's did with Ronald and friends. Although supposedly Chuck E. was supposed to have a Christmas special, though that ended up being scrapped. A few frames of animation from it were leaked, and it was pretty bad.

Seth MacFarlane's Flintstones is one bullet I'm glad we dodged I don't know...even if you don't like Family Guy, MacFarlane's other projects really aren't totally like it. So who knows how his take on the Stones would be? No guarantee it would be a straight lift of a FG cutaway gag involving the characters.
