Yeah, Cotton isn’t an admirable or very sympathetic character at all, but he does have funny moments IMO. He’s one of those Mike Judge characters in the vein of Beavis and Butt-Head where you’re laughing directly at them as opposed to identifying with their issue. PUMP JOCKEY! WORKS FOR TIPS!

I love Tom Petty, but I never liked Lucky episodes because I always thought he was just super boring. He kinda came in during the later seasons, where I still love the show, but it wasn't anywhere near how great the first 6 of 7 seasons were.

Cotton was a fantastic character. He was a terrible human being, but a disabled war vet.
He was terrible to his wives and his oldest son but every now and then he’s drop some sympathetic lines and you’d think maybe there was some hope for him.
He was like Tony Soprano, a terrible human being who every now and then you still find yourself cheering for and hoping turns around.
Lucky was just, whatever. The show took on a slightly different feel and it was a little different than the show I loved.

For me it's a mix of he isn't funny, he drags down Luanne's character, and he gets waaaay too much screentime. That's where I'm at with him. The screentime he had just highlighted how shitty the character was. Felt like a random background character that was shoved into a place they didn't belong.
