Since you people asked for it, here is another Scooby poll. This time the 2 serialized series (not counting Get A Clue Scooby Doo! I guess that is serialized)
Both have their die hard fans, one is under rated, one might be over rated.
Mystery Inc., at least had a conclusion, not to mention lack of Scrappy Doo, so that automatic gets points.

13 Ghosts had Vincent Price... so it wins by default.

I like 13 Ghosts but...come on, man! It’s like comparing Justice League to the Superfriends.
Mystery Incorporated also has an episode where Scooby hangs out with the Funky Phantom, Speed Buggy, Captain Caveman and Jabberjaw so that wins by MILES!

I'll say 13 Ghosts, pretty much solidifies Shaggy and Daphne as the endgame of the classic era without making it explicit, has very compelling episodes that are easy to follow and aren't complicated, Flim-Flam's not too bad, but it lacks any kind of resolution...and no I'm not accepting that terrible 13th Ghost movie from 2019 as canon.
Mystery Inc features guest stints from Harlan Ellison, teaches kids about Niburu and Lovecraftian horror, solidifies Daphne and Fred as the modern era endgame, gives Fred more of an edge and a proving ground backstory, has a sassy Velma (later confirmed post-series to have been a lesbian), and in general evolves the franchise in ways that subsequent shows and movies have turned their noses at...but I didn't feel like the gang were all too likeable in this one
