They need some wild larger than life characters. It seems like most of the talent are "guy that wrestles". To me, that's a problem the whole industry has. Not just a WWE issue.

While I will say WWE and a couple of other companies could use a few more eccentric personalities, no. It's not a business-wide problem. Though they don't have as many now as they did in the 80s, WWE today does have its fair share of weirdos (Fiend, R-Truth, Asuka). AEW has some oddballs (Luchasaurus, Orange, Abadon). There's some freaks in New Japan, watch Toru Yano's stuff. Contra in MLW acting like madmen, Samael yelling in the camera like a cartoon. The current top guy in All Japan likes to choke people on the ringpost, stick out his tongue and go "BLEHH" while the ref scolds him. Impact is full of insanity these days. You just need to look around, and you'll still see some classic wrestling freaks.

But TBH, I don't think WWE needs "saving", they just need to start planning out their pushes and angles more shrewdly and less on the fly.
I kinda don't like booking to "save a company". Too melodramatic. All I can add is stuff I'd want to personally watch, just like everybody else with a keyboard.

It would take a major storyline like a full NXT invasion with years storyline repercussions to make a difference.

Well first and foremost it will take a couple of years instead of six months.
1. Bruce Pritchard and Kevin Dunn are released effective immediately Paul Heyman and someone of his choosing will head up creative and whomever I hire to replace Dunn will have to first watch hours of NXT to see how to effectively produce a show.
2. Reduce WWE Raw to two hours. Three is just painful.
3. Smackdown will now become a WCW branded show and the Smackdown name will be used for specials on USA and Fox. You want a brand split? Make it count then.
4. Reduce the ppv schedule down to the big 4 and two bonus ppvs. There are far too many ppvs now.
5. If a wrestler has 4 or more runs as world champion, you no longer require the title to get over. If you aren’t over after 4 reigns, that’s on you.
6. Build the tag team division to what it was in the 80s.
7. Women’s division: Bayley, Sasha, Becky, Asuka, and ESPECIALLY Charlotte will no longer be the focal point of the division.
8. Nia Jax will be sent back to NXT and more importantly the performance center until further notice.
9. A complete overhaul of the announce teams. Long overdue
10. New looks for both shows.
11. Get rid of the women’s tag team titles and introduce a secondary women’s title.
12. Make the brand split a true brand split. As I stated already, rebrand Smackdown to WCW Nitro. No one appears on both shows ever. Save the cross brand stuff for a special ppv.
There is so much more that I would do

I find the people who want shorter matches...interesting. Because isn't that what people disliked about Crash TV? No. Shorter matches aren't the primary reason many fans don't like Crash TV. The problem is that, far too often, the antics inherent to Crash TV led to non-finishes with no hope of an eventual blow-off for feuds. Moreover, the alignment waters became so muddied as a result that many fans couldn't find anyone they liked enough to keep them watching. Crash TV was a very short-term solution to what might have been a short-term cyclical problem, except that remnants of it remained long enough in the "hardcore fans" that the perception of pro wrestling being Crash TV stuck, and fans who'd followed WCW until the end were burnt out to the extent that they walked away instead of switching channels.

Speaking of WCW, in the three hour Nitro era, it was not uncommon for there to be 10+ shorter matches on an episode. They took advantage of their massive roster to have a bunch of clean finishes in the midcard. They then saved their shenanigans and non-finishes for their main event level stuff. Basically they chose a handful of guys they were going to protect, and then everyone else had to do jobs from time to time. Goldberg’s streak kind of came out of that. While it also provides booking challenges, I thought this was a good format for weekly viewing. If you go back and watch a three hour Nitro, it moves at a much quicker pace than a modern Raw because there was a lot more happening.
