Let’s say he’s successful in either buying the WWF title or keeping it after Andre surrendered it to him...then what?
I guess he buys his way out of a few title defenses but he’s eventually going to have to defend it. Which he apparently didn’t think he could do because he wanted to buy it in the first place instead of just winning it.
I know the idea of the story was “guy thinks he can buy anything” and he’s not supposed to succeed, but if he did?

Serious answer, I assume he was content to at least be champion, and would probably keep it as long as he could through cheating, paying off referees or having hired guns, but even if he lost it, he'd always have had it at least the once back when that was a very exclusive thing. (Which, not saying that's necessarily better than it changing hands more often, times are different, but he'd have that much more reason to feel elite.)

Hogan was the only guy he seemed to think he couldn't defeat (this was the height of Hulkamania, remember) so he probably planned on using Andre to keep Hogan busy while he stuck to his usual "outwrestle/cheat/have Virgil interfere" gameplan with actual contenders.

After purchasing the WWF title I could see Ted humiliating Andre, bitch-slapping him across the face for shits and giggles during live promos, saying things like “Here, hold my belt you freak of nature!” He would throw Virgil in harms way a few times during the resulting feud and it would end with an iconic photo of babyface Andre standing on Ted’s carcass holding the belt 12 feet in the air.

Ted was a more than capable wrestler. He knew that. He often showed that during this era, keep in mind that he beat Muraco clean in the tournament to get to the final round. He just decided that he didn't need to use his skills because of his money. He just wanted to get the title as quickly and easily as possible and then he could let his wrestling skills keep it if it came down to it.
