Everyone is Harley Quinn. The main hero? Harley Quinn. The main villain? Harley Quinn. Harley Quinn? Harley Quinn. Written and directed by Harley Quinn. Special post credits scene? Harley Quinn. Who knew Margot Robbie posted here?

I'd make fun and colourful films, each one introducing a main character who would be true to their core traits, before teaming them up in a movie where they face a mutual threat and use their powers and inherent compassion and concern for the preservation of life to overcome it.

I'd most likely go with the JL animated series team as that was a good team makeup. The villain would be Brianiac. I have a tough time going with who I want in my mid credits scene. I'd like to say Shazam because that movie earned it or Plastic Man for the lols.

Hard reboot. Really, I would start the whole universe over and start with solo films, but the task is The Justice League, so here we go.
Characters Batman Superman Wonder Woman Aquaman The Flash Green Lantern (Hal Jordan) Martian Manhunter
The plot is basically a carbon copy of the first episodes of the Justice League cartoon expanded into a two to two and a half hour movie. The White Martians are awoken and attack the Earth. Their invasion is discovered early by Batman and Superman, who also rescue the Martian Manhunter who's being held captive by White Martians that have infiltrated the government. Wonder Woman rescues the three when they are overwhelmed, Flash and Green Lantern are introduced in short order to bolster the rankings and then in the final battle, Aquaman and an Atlantean army emerge from the ocean off Coast City. The movie ends on the UN putting medals around the necks of the members.
The mid-credit scene is on the Watchtower, construction is nearly done. Superman quips to Batman about the price of the space station. Flash asks what the team is going to be called, jokingly suggesting The Super Friends. Superman smiles and says that The Justice League is more fitting.
The post-credits scene is Lex Luthor messing with portals in his lab. He makes contact with a figure. We pan in and see Superman, only with a large U where the S would be on his chest.
The Justice League 2 is about the multiverse and the Crime Syndicate.

I'd be down for that Justice League... if for no other thing than Batman knocking out guy and Black Canary angry that she missed it. I'd probably use Starro... Kaiju starfish with mind control powers is a pretty big reason for a bunch of super heroes to get together. They have Superman on the defensive side stopping destruction and saving people because the last thing they need is for him to be mind controlled. Batman on the plan... Flash assisting Supes... Wonder Woman, and Aquaman on attack. Other ideas... don't do Man of Steel and have that setup be Brainiac... because that setup of taking over Satellites and demanding they hand over the Kryptonian is how Braniac operates... not Zod. Or go right into the Secret Society of Supervillains / Legion of Doom. After introducing Cheetah, Luthor, one of Batman's villains, Black Manta, etc. in solo movies.

No one would get an origin story. The core of the audience would know where each character got their powers from, and the casual audience probably wouldn't give a shit. If I had to include a brief reference to origins, it would be like this..
Flash - "So I got hit by a lightning bolt. Where did you guys get your powers from?"
Aquaman - "Born of two worlds, human and undersea civilisation"
Wonder Woman - "Legendary Amazonian"
Superman - "Alien"
Green Lantern - *shows off his ring*
*everyone looks at Batman*

Some fun ideas in here, I enjoy reading about all of them. I'm actually spending a lot of time on various superhero data bases reading about different characters and stories and attempting to change my plot accordingly. Yes, this is how I spend my time.

If that's the case, you've already put more thought into your story than Zack Snyder did on his.

TBH, I’d frame it as a loose adaptation of the JLA: New World Order story, maybe adding a bit of DCAU influence and having John Stewart as Green Lantern because I think he’s a bit more recognizable than Kyle (who I do love) just based on that.
Don’t have an immediate name to cast as Protex yet, but that’s definitely a juicy villain role for someone to bite on. Plus, it gets Martial Manhunter involved without having to shoehorn him in at the last minute.

But only stupid Virgins know who Martian Manhunter is! -one of the writers of the Snyderverse... almost verbatim...

I've been thinking about this and for some reason I feel like I would totally watch a movie about a hero and/or villain super team made up entirely of various Harley Quinn cosplayers.

A story about cosplayers who suddenly find themselves imbued with real powers would have potential

I'd re-do Superman as the heart and soul of the League.
He's not going to be over-borne with Krypton and its philosophy.
Much like Dean Cain's portrayal, this Superman was raised by Ma and Pa Kent and got his values as person because he was brought up by them.
He's got an amazing ability but wants to lead a normal life - have a job, go to ball games with his friends, meet a girl, raise a family.
He's only Superman because he's a good, decent person who can help everyone without compromising his personal life as Clark.
He appreciates his lineage and alien heritage, but Jor-El and Zara-El didn't raise him, Jonathan and Martha Kent did.
He's not Kal-El, he's Clark Kent from Kansas and he'll lead the Justice League as someone with more humanity in him than Earth born people.

Atom Zatanna Vixen Metamorpho Black Lightning
The Hall of Justice is on lockdown, with Earth's Greatest Heroes still inside. Jimmy Olsen and Alfred Pennyworth put together a new Justice League to breach the Hall's security and rescue the original team from the machinations of the Key and Doctor Destiny.

I'm not huge on your choices for characters, but I actually really like that idea for a plot. It's different.
