It was ahead of its time. Nowadays it's honestly only much worthwhile for nostalgia, but at the time the self-deprecating and referential humour was quite novel.
I do take issue with him saying the original series wasn't popular. It wasn't HUGE, but it was popular: that's why it got 54 episodes, a (decent!) Famicom game, and still occasional merchandise to nostalgic fans even outside of the Pizza Cats market. I still see the characters in doujinshi and stuff making "You know who this is" cameos, too.
Also, it is flatly untrue to say it was in any way controversial to hack up and apply a new script to a kid's anime in 1991. This was years away from anime even being more the tiniest of cult niches in the US and Canada; functionally nobody cared what you did to Japanese cartoons, and few people even realised that's what they were.
