Can somebody explain PPV buyrates to me?

I honestly can't make heads or tails of it.

I found the site Wrestlenomics, and they have the total PPV buys, but I can't piece together how buy rate is translated from the total buys. It doesn't really seem to be a one to one relationship, so could somebody break this down for me?

I could be wrong, but I believe the rates are a percentage of those households with PPV capability that purchased the show. Similar to the “share” number that you sometimes would see for TV ratings.
