from my understanding, the Bozo on WGN was leased to them for use, any new characters introduced on the show were property of WGN, dont know if that has changed as I know in the 90s Cooky wound up in Bozo coloring books, but from what I gather Bozo is all that falls under Harmon, and the other characters are owned by WGN.

I honestly thought Chicago owned the rights to him. The city, not the band. Although the band owning the rights would probably make more sense than a former WCW champion.
