I'm biased, but the Expeditions for No Man's Sky have been a blast so far, mostly for the amount of stuff that you can do and how they've expanded the narrative with each one. The latest expedition revolves around a cult that worships the giant sand worms that populate some worlds that pray and hope that they'll be eaten by the worms in a hope of being reborn. It's insane in the best way. It's a timed grind, which is the biggest downside, but there's a certain amount of accomplishment that you get when you see the finish line closing in. I just wish you didn't have to start a new game over every time, but it makes sense since each one is about building yourself up from the ground up all over again, and everything that you get as a reward is unlocked across your whole account.
Plus, they're rerunning the past Expeditions right now for anyone who missed them (like me, I didn't get back into the game until Expedition 2), every 2 weeks you get a chance to replay the past 4 expeditions. I'm working through Exp 1 now. And of course, they're all free.

Outside of Pinnacle Station, the Mass Effect trilogy had some really good story DLC. Bring Down The Sky, Lair of the Shadow Broker, Stolen Memory, Leviathan, and Citadel were all really good. Yeah, Mass Effect's DLC are all pretty good save for like Javik... who was fine but shouldn't have been paid DLC. But I also actually kinda think most of the ME 3 DLC should have been in the main game to begin with as good as it was... the game without it is either missing major bits of lore in Leviathan... or well Citadel which just makes the end of the game feel a lot more complete... And that's the nice thing about Legendary, especially for people who never played the original trilogy before. All that stuff is just integrated into the main game. Though I do wish that they rebalanced credit gain in ME2 and especially 3 to reflect that you now need to buy the DLC items with credits instead of just having it in your inventory from jump.

Nailed it with The Binding of Isaac. Esch of the (main) DLC’s added SO MUCH to the game, with Afterbirth+ and booster packs thrown in between to keep things a little fresh.
Generally the only games I bother with DLC are souls games, and you know what you’re getting from those, more sweet weapons and boss fights. Any other game I generally get to the end, and DLCs don’t do anything for me. Stuff like Spider-Man, Tsushima, Horizon (even though I have it for free) I just don’t care enough to go back in after finishing it.

New Vegas's DLCs contained the best writing the series has ever had, ever. (Meaning it's better than the base New Vegas game.)

The Tyranny of King Washington for Assassin's Creed III and Freedom Cry for Assassin's Creed IV: Black Flag were really damn good. I didn’t pay for it because it came free on PS+ one month, so I don’t know how much it would have cost normally but Far Cry 3 : Blood Dragon is absolutely brilliant. Strictly speaking, Blood Dragon wasn't DLC until it the remastered version was bundled with Far Cry 6's season pass, it was originally a standalone release. But it is brilliant and I'd love another chapter in the adventures of Rex "Power" Colt.

Thought the Cindered Shadows DLC for Fire Emblem: Three Houses was pretty great. I think the Three Houses DLC is a bit of a rollercoaster. Most of the really good stuff is from that last update - Cindered Shadow is a great side mode, the Ashen Wolves are wonderful additions to the cast, and Abyss has a ton of great quality of life features - but the updates before that are pretty lacking. Yay, grinding maps that are just repurposed from areas already in the game, some new monastery features the only one of which that's especially useful is the spa, and Anna as quite probably the most useless character in the game. On the whole I think it's good bang for your buck but the last pack is definitely doing the heavy lifting on it.

Destiny 1 & Destiny 2's dlc radically altered the games (turning destiny 1 from an empty short experience to a game you could throw hours at, I love the game but its true once you beat the original pre dlc story there wasnt much to do. Where as 2 had more to do post original story, the dlc gave a lot more to do.)

Minerva’s Den straight up saves Bioshock 2 from being slightly hollow cash-in on the IP. It also just so happens to be the most complete story told under the Bioshock banner.

Fallout 3 immediately pops to mind.
Grand strategy games is another place where DLC tends to add a lot of hours.
Most Civ games feel incomplete without it. The Endless series tends to get some interesting new mechanics.

I really enjoyed the AC Odyssey DLC, but as someone earlier said the correct answer is Undead Nightmare. To this day, that’s my gold standard of DLC

The Fallout, Borderlands and Mass Effect/Dragon Age games always really give you bang for your buck as far as DLC is concerned. The games are always complete to begin with and the DLC just gives you big chunks of extra content.
As for worst, probably something like the Street Fighter X Tekken game where half the roster was on disc DLC.

Worst that I've ever bought has to be the Harley Quinn and Red Hood DLC for Arkham Knight.
You get two extremely short campaigns that have a generic stealth segment followed by a generic combat segment. Probably about 15 minutes long each.

There is much worse DLC out there, but admittedly, the 3DS version of Radiant Historia making you pay to get the old art from the DS one is kind of bullshit. I actually prefer the 3DS art, but it's still one of those things that really should have been in the game as an option if they knew people would want it bad enough for them to put a price tag on it. A bit avaricious.

I bought the edition that came with the season pass, and as usual once I beat the main story I just stopped. I even have a great reason to, as it has a XBX boost which I haven’t played with yet!

You can still buy Horse Armor for Oblivion in-game. They added that into the Skyrim Anniversary Edition as a joke.

Super Sonic DLC for Sonic Forces. SEGA having the balls to charge people money to uses Super Sonic in a Sonic Games, a feature that been free since Sonic 2. They later turn it into a free dlc after enough backlash from the fans.

A bit avaricious. So long as we are talking about Hyrule Warriors though it also has one of the most idiotic cases of DLC I've ever seen. When they announced the 3DS port they put out a free classic Link skin for the Wii U... but then in the 3DS one they made that skin not only exclusively a preorder bonus but only in Europe. Relatively minor but extremely confusing. Kind of a shame the other Nintendo Warriors games haven't really delivered as well on that. Age of Calamity I think is kind of just disappointing in general, while with Fire Emblem a gigantic chunk of the DLC characters are clones of ones already in the game.
