Given the similar roles and digital distribution so commonplace these days, do you consider outright expansion packs to be in the same category as DLC?
If so, I'd like to add The Elder Scrolls III: Morrowind's Tribunal and Bloodmoon, World of Warcraft's Wrath of the Lich King and Legion, and Final Fantasy XIV's Heavensward and Shadowbringers to my "best" list.

some bad ones not mentioned... they are technically more microtransactions but show up as "DLC" on like steam
"Easy Fatality Tokens" for Mortal Kombat
"50 lives" For I Want to say Sonic colors.
some RPG offered to sell you gold for like 10 bucks...
anything like that is just pure bullshit.

I usually consider Expansion Packs as something other than DLC... but you could consider them the same... as a lot of the big DLCs are kinda close to what most expansion packs would have offered back in like the 90s >_> IF we are I'd put Wrath of the Chosen for XCOM 2 in there... since the new units, enemies, and the whole Chosen aspect really adds a completely new layer to the game.

New Vegas's DLCs contained the best writing the series has ever had, ever. (Meaning it's better than the base New Vegas game.) Old World Blues is my gold standard for DLC Some of the hardest I’ve ever laughed at a game

The Crash Team Racing remaster from a couple of years back had some cracking DLC, basically doubling the cast of available characters with some deep cuts from the Crash Bandicoot universe, along with a whole bunch of new tracks.

Worst would be Pokemon Sword and Shield DLC. I have nothing against the content but it should have been in anyway as the post-game. Without it the games were very bare bones.

Stuff like that makes me literally Ill,by god why would anyone pay money for tokens for moves you can easily learn to do yourself? My fave dlc is all the mass effect/dragonage stuff,really good!

I don't even know why you'd buy Easy Fatality Tokens in MK11. A lot of the button inputs are pretty easy and the game just gives them to you like candy anyway. It's a waste of money.

Worst: Bioshock's sucked Infinite had some okay stuff but mainly annoyed me Fallout 3 Operation Anchorage GTA IV Ballad of Gay Tony because of the f***ing helicopters
Best: Fallout New Vegas Blood Money Undead Nightmare, basically a whole new game All the GTA IV DLC except Gay Tony Fallout 4 Far Harbor was better than the actual game

Even if you're completely terrible at doing Fatalities or just can't be bothered, MK11 trips over itself to give you them for free. I have hundreds of them despite never spending money on them and using them occasionally to save myself having to unlock the inputs for new ones or just because I botch the input.

I generally like the DLC for console games in the Valkyria Chronicles series. The extra missions are interesting, fit in the game just fine, and the rewards were fun (if a little game breaking). For the first game, it was quite a treat to be able to equip Rosie, your lead shock trooper (and one of only 8 characters in your squadron that can’t be killed) with a machine gun with the range and accuracy of a sniper rifle.
Of course, that doesn’t touch some of the rewards from DLC in VC4. That’s because one post-game DLC mission pack allows you to have Selvaria and Crystiana, a pair of full fledged Valkyria, join your squadron roster. Now, you get to have such characters in your roster normally but none of those characters have full control of their powers at times that you get to control them. These two do. Heck, for shits and giggles I used Selvaria to clear a mine field by simply running straight through it.

Binding of Isaac's DLC was fantastic as it added new characters with different abilities, and the Repentance DLC was massive and a true end to the game as a whole, even though the new ending music is really creepy.

Best I would say Mario Kart 8 or Breath of the Wild. Just more of the stuff you love and lots of care behind it. Worth every penny. I feel like DLC should add to the game, not be a part of the main game.
Worst coming to mind is Street Fighter X Tekken with one of my Tekken mains (Brian) being behind a paywall for content that's already on the disc is bs. Not to mention MegaMan being box art MegaMan and having a soft lock (time spam) glitch. As if that game was not enough of a disappointment.
