Nakamura is more than capable of being one of the best Champs ever.
But the booking is terrible.
They never have him defend it.
He could be tearing the house down weekly against Ricochet, Chad Gable, Cesaro, Sheamus, even Drew.
But nah, let's have him in tag matches every week.

It really is not that complicated. Put it on a worthy talent, let them have a cool rub with it where they have awesome matches and good feuds with good opponents, then let them lose it to the right person when the time comes, etc.
It would be very easy to fix it. WWE just does not CARE about doing so.

The issue with Nakamura (well not really an issue "with him") is that even though he's great in the ring they never book him to be great on the ring on the main roster. Rollins and Styles are like the only opponents where he's allowed to flex a little bit. Cesaro on the other hand for example (I'm picking him since I brought him up earlier) is always presented as being a type of "superman who can do great things in the ring" but he loses more matches. Like, from a wrestling perspective when you look at these 2 the average viewer would probably think Cesaro's leagues above Nakamura because he's doing all this wild stuff and Nakamura on the other hand will be presented as this Michael Jackson-like Japanese wrestler who's got some dope moves and wins more matches but isn't Cesaro from a "wow did you see what he can do, he's amazing" perspective.
That's just due to booking.
Basically I'm saying that Nakamura on the main roster isn't booked like a wrestling god on the main roster while guys like Cesaro, Rollins, Owens, Styles, shit even Ambrose when he was here was always booked at as wrestling monsters. Part of it could be the main roster, part of it could be age but needless to say, that's how it is. Asuka interestingly enough is booked as a wrestling god in those matches so yeah.
That's purely due to Nakamura's presentation. His rockstarness is so high that they look at that over what he can possibly do in the ring. It has pros and cons so while that's what brought him to the dance it's just so excessively great they'd rather have him go all out with that stuff (to the point where he's got a guitarest as a partner) compared to them saying "hey you gotta step it up in the ring." Like, there's a reason why Cesaro goes crazy in the ring, it's because they don't book him to be flashy so he's gotta be flashy in the ring.

We can explain the point of it. Like its always bothered me that there is a 2nd championship. Like what does it mean? Why would I want it? What would it do for me compared to the World Heavyweight championship which I could also fight for? Right, it needs a purpose, and the purpose needs to be explicitly laid out to the audience. I get that WWE might not want to do something like, say, ascribe strict rules or parameters to a belt like the IC or US straps; unfortunately, in pro wrestling very often strict parameters are made to eventually be ignored, because wrestling booking requires leaving a lot of wiggle room and flexibility to do different things and tell whatever story best suits a promotion in the moment. But the fact that there's really nothing, whether in or out of kayfabe, that distinguishes these belts or gives them meaning just leaves them floating around and lacking any purpose. Harping on what I said before, I think they either need to fully commit to them being essentially TV titles (get defended regularly on Raw and SD, wide variety of challengers from up and down the card, maybe something like 20 minute time limits or whatever, etc.), or they need to fully commit to doing like NJPW did with theirs and treating it like a semi-main event belt that gets prestigious spots near the top of major cards and gets fought over by mostly main eventers with just a few up and comers mixed in.

Having the IC/US belt defended and feuded between the wrestlers would be much better than having them run around like goons chasing after the 24/7 title

It’s more punishment than prestige at this point. Just keeps you aaay from the world title which in itself doesn’t really mean much either.
The first time it seemed to lose prestige was 1999 when it got past around through the mid TD every 2-3 weeks
Then around 2009 it seemed to turn into a title that they wanted to make sure everybody on the roster had a chance to hold.
They need someone to challenge HTM reign at this point. Make it seem significant as they get closer and then let them hold it for a full two years.
