You think the Outsiders first tag title run de valued the tag titles in a weird way. It just seemed beneth them, they spent a majority of that time in single feuds, either with the 4 Horsemen and Piper, the Giant, Larry Zybszko, etc., and it was like a side thing to them. At some point maybe they should have giving the titles to the nWo B teamers.
Compare that to Arn and Tully in 87 / 88, they were also establish single stars and went after the tag titles, and it didn't hurt the division, and it didn't feel beneath them.
We know the tag titles were pittens to one of them at least.

I think Hall and Syxx were better to hold the tag titles. Nash gets the US title and Hogan gets the WCW title.

See, I wouldn't even blame them because it's so weird to have an invading force trying to take over a company and still have things like tag belts. I get it because it's wrestling and there's even a psychological significance to one side holding the titles vs the other one but it's like, "The NWO beat Ric Flair to a bloody pulp backstage...coming up, can Public Enemy hold on to their tag team titles? Stay tuned!"

I think the main problem was them losing it and immediately getting it back via shenanigans. Doing it once is fine. Doing it twice is overkill. And those title changes got huge pops. But they waited too long to actually do it and by the time it happened, it was too late and didn't even feature Hall and Nash.

Not necessarily. Hall and Nash holding the tag titles opposite Hogan with the World title was solid booking, and fans were invested in top tag teams like Harlem Heat and The Steiners trying to take them back. However, it was the teams not in top contention that suffered from not being featured much on programming. High Voltage, Public Enemy, Wrath and Mortis, etc. never got to look on the same level.
Then comes 1998, where they break up every major tag team so one of them can shock join the nWo. The Steiners drop the titles when Scott joins the nWo. The Outsiders split when Hall defects from the Wolfpac to nWo Hollywood, but the team of The Giant (nWo Hollywood) and Sting (WCW, but joins the Wolfpac during this angle) has the titles, so the belts bounce between random nWo pairings with no regard to rhyme or reason. In the midst of this, Harlem Heat break up when Stevie Ray joins nWo Hollywood. Somehow, Rick Steiner gets hold of the titles and teams with Judy Bagwell and Kenny Kaos. Even the few teams on the undercard like Faces of Fear, High Voltage, Public Enemy, Amazing French Canadians either get broken up or leave the company.
That's what killed the tag division in 1998, not necessarily the Outsiders having a stranglehold on the titles, because it meant something when The Steiners were able to eventually wrestle away a title from the nWo when Hogan couldn't drop the world title.

I think Bischoff himself did more to damage the tag belts, since he openly didn't really care about them and wanted to get rid of "concept tag teams" even before the Outsiders showed up.

I don't feel like they devalued it, no. I'm not going to pretend they didn't have issues, but Screwball's post makes a case for what the bigger issue was, with the division being stripmined to fuel the nWo angle.

I think all the screwy booking did that more than anything. There was just so much nonsense that went into NWO stuff.
Nobody took the belts seriously after awhile. And not just the tag belts either.

They didn't devalue the championship. They devalued the other tag teams. If the belts had been hotly contested and a team like Harlem Heat was eventually able to beat them clean for the belt, it would have really boosted the tag team division. Instead, the tag team division ended up looking like none of them were good enough to be champions.
