It's a bit of a dying genre now, especially with the rise of clickbait listicles that pretty much get the same points across without having to watch several hours of television, but these used to be all over VH1 and the ilk in the '00s.
VH1's original 100 Most Shocking Moments in Rock 'n' Roll from 2001 was exquisitely done, especially with the creepy music cues when they'd focus on a moment that was particularly dark and disturbing.
E! had some bad ones. They had a countdown special of the 100 child stars of all time and #1 was the Simpson kids which was, like, such a cop-out.

I just watched “12 Country Music Outlaws” narrated by Dennis Hopper, has to be near 20 years old at this point but Hopper sold the legend of the music outlaw so damn well, the stories were great and you had a real idea of what a rebel/Outlaw really was. I’m not even a fan of country music but I watch it on occasion

Top 10 anime betrayals. But seriously, the MTV 500, a list of the top 500 videos they did in 1997, is by far my favorite songs countdown ever. It felt legitimate, ultra legitimate even, like it was indeed THE definitive 500 top music videos. (from 1981-1997 anyway.)

Does Watchmojo count?
I'm subscribed to them, and even I have to admit they suck.

I recall Fox airing a list of greatest animated characters that had Stewie Griffin as #1.
Yeah, I call bullshit on that.

Honest answer for me was those two TV Guide and TV Land countdowns.

Bravo's 100 Scariest Moments. Absolutely one of the best pieces of horror TV of all time. It turned so many younger viewers, including myself, to seek out horror films they wouldn't have known existed otherwise. An entirely new filmography opened itself up to me once I watched that. Also, the way they managed to get Wes Craven, John Carpenter, George Romero, Tobe Hopper, etc. all for the one special is just so wild.

It's been ages since I've seen it, but I adored MTV's 25 Lame: a countdown of "bad" music videos, riffed by Jon Stewart, Janeane Garofalo, Chris Kattan, and Denis Leary. Vanilla Ice showed up to diss his own video for "Ice, Ice Baby" and then destroyed the set (he was also ostensibly promoting his rap metal album, Hard to Swallow). That seemed kinda harrowing for the comedians, but they still pulled off a fun show.

Back when I lived in New Jersey, the NY radio stations would do an annual countdown of the 100 greatest rock songs in history. And every freaking year the top song was Stairway To Heaven. EVERY. FREAKING. YEAR. So many great songs to choose from and that was the one they picked for like twenty years in a row. Hell, it isn’t even the best song by Led Zeppelin.

I have seen both. They replaced 100, Wendy O’Williams being arrested for masturbation on stage with Beyoncé stumbled on stage once. I’m serious.

Yes, I've seen the 2009 one and it's a lot more humorous in tone. It's just not nearly as good, despite some then-recent additions to the list like the MJ's death and The Station nightclub fire. Hopefully VH1 does another version of the list in the near future.

None.
I don't card how other people rank things. Doesn't change my opinion about whether or not I like something.

I really liked the VH1 music countdown specials from that era. Even the stuff like “Most Shocking Moments” was interesting, though in retrospect I feel it was the beginning of the channel moving away from music & toward reality trash. CMT is VH1’s sister network and did some country-music based specials following the same formula. If you liked the VH1 specials & were the least bit of a country fan, you’d have probably liked the CMT ones as well. Of course, there’s now about as much music—maybe slightly more—on CMT as there is on VH1 & MTV. The E! specials were kind of interesting, but yeah, some of the lists were pretty goofball. As a game show fan, I enjoyed the 50 Greatest Game Shows of All Time special that Game Show Network did some years back. Although it was a bit restrained by whatever shows GSN did & didn’t have rights to air, which led to some questionable ranking & inclusion choices. I still enjoyed it for what it was, though. Some classic hits and soft rock radio stations run classic episodes of Casey Kasem’s American Top 40 from the 70s & 80s on the weekends, which I find pretty interesting. There’s also a 24/7 Kasem-era Classic AT40 station on iHeart, which I tune into once in a while. Speaking of Casey Kasem, who remembers the Rerun Countdown/Classic TV Countdown that Nick at Nite ran at New Year during the late 80s & 90s? Those were great.
