Every few years I'm curious, what remaining numbers between 1-30 haven't won the men's OR the women's Royal Rumble?

After a little research based on the last few, and mostly from my own memory watching Royal Rumbles over the last 30+ years, here are the numbers to NEVER had a winner yet.

26 is the latest entry number that never won yet. Also wonder how much longer it will be before all 30 numbers will have at least 1 winner? It could be a while, because the middle numbers rarely win, because they don't make for much of a story. More often than not, the Rumble winner triumphs by going the distance in the match, which makes them look like absolute world beaters and establishes them for a big time main event. That, or the Rumble winner comes into during the end of the match, which could have them clean house as their first impression of the match, or make it look like they had an easy time if it's a dastardly heel. A late number also might help a wrestler who doesn't have great stamina, especially if they are a big dude or just returning from injury. Middle numbers just don't make for exciting stories or are useful, so that's why #1 and 2 have five total combined winners and 11, 12, and 15 have no wins, and are generally numbers that are mostly drawn by midcarders with long odds of winning.

Honestly I think entry 27 has become kind of an overrated number to draw at this point..It's been 21 years since it last produced a winner.. Plus 30 is now equal with it and if you combine both Men and women's rumbles so is 28.

Drew McIntyre got Number 21 this year. If he had won (which he should have), Drew would've been the first winner with that number.

Well there's an interesting bit of "breaking" news, or would be if the Royal Rumble wasn't becoming less and less relevant by the day...
Tied with #28 for most Royal Rumble victors, #30 has finally earned it's "most coveted" spot reputation after over a decade of them telling us how "coveted" that number is in every video package leading up to the thing.

It’s kind of interesting to me that they went so long without having #30 be a winner, and now they’ve over-relied on it since then.
It makes sense the middle numbers are lacking in winners since there’s basically two different types of rumble matches: someone lasts most of the way, or a late entry clears the ring. 26 will probably come up soon enough. Just kind of random that it hasn’t happened yet.
