Something I thought about. Would having a Royal rumble in the near future where all 30 entrants never won a world title prior be a good idea, and could it be done plausibly? Or would it be to restrictive in terms of leaving out certain guys that are needed for star power?

Let's see what we can cook up with what we have. Keep in mind that the Rumble we just had, written off as a bunch of no-names, had 19 talents that have yet to win a WWE world championship.

It's doable with only guys who are deemed "good workers", but you could take out the 24/7 level guys if you feel like adding Happy Corbin or Omos or Ridge Holland or Madcap Moss or Veer or whatever. If you break down the hard separation between main roster and NXT again, there’s almost another Rumble in itself. Either way, there's a lot of guys that are nowhere near built for it.

I feel like it would be even more obvious who wins the Rumble, because you would just pick the guy who is clearly getting elevated. In 2020 for example, Drew's victory would be that much more obvious without Roman in the fold to be a favorite to win.
Oh, and good luck doing a Women's Rumble under these conditions.

Funny you mention this, I was thinking the same thing and am in the process of doing a BTB with the same concept. I've been going back and forth on the pros and cons.
Pro: 1) It's never been done before: It's an unique first-time ever concept, so that's always nice
2) It elevates new talent: You can't leave this match without elevating someone to the main event picture. Heck, even the final four can easily get a rub.
3) Surprises get more intriguing: You can't bring legends in who have won world titles, so to be more unique you can get Jake the Snake, Rikishi, Ricky Steamboat, Jesse Ventura, Ted DiBiase, Ken Shamrock, Mr. Kennedy, etc. Of course some of those shouldn't be taking a bump in 2022, but the BTB I'm working on isn't present day and I've considered these names.
4) Much easier to introduce NXT talent: All NXT talent are fair game at this point and usually in Rumbles, it's understood they won't be winning, but gives them a legitimate look with the main roster
Con: 1) The quality/No star power: Looking back at Rumbles, the low and mid-carders were meh... but the Rumble picked up when the main event talent came into play. The quality of the Rumble takes a significant blow without main event players.
2) Selling a Mania main event: Looking at the 2022 people who would qualify, the favorites would be Cesaro, Riddle, or even Zayn. Can you build a Mania main event in 2 months time, making their match worthwhile? Some could argue Cesaro maybe. If Riddle was facing Orton for the WWE Title, that's a seller. Otherwise, you have to try really hard to sell that Mania main event, but also that wrestler
3) Roster depth: In 2022, there's no roster depth and the wrestlers on the low-card have not had any build all year, so it'd feel very unnatural to imagine Ivar winning the Royal Rumble and challenging the likes of Roman Reigns at WrestleMania.
There's probably other things I haven't considered, so please lay em out before I make an official decision.
Now thankfully, it's much easier and more plausible to do this storyline with a Money in the Bank Ladder Match. It's easier to find 6-8 guys who have never held a world title before. Crews, Theory, Cesaro, Priest, Riddle, and Zayn would be an easier sell for that. Could easily throw the likes of Montez Ford, Dominik, or Ricochet in for some crazy spots.

Don't think it will work because WE doesn't book any mid/low card feuds correct so this will be a giant waste.

Isnt this what the Andre is supposed to be? WWE has just never really bothered following through Not really. It's just a random Battle Royale that the winner gets a trophy. It was never stated to be anything else than a get everyone on the card match... there was the breakthrough battle Royal that Sheamus won... so in theory it could work... but not as the Royal Rumble for the Mania Event.

I mean, it kind of has before back in 1998.
No one had been a WWF champion at that point (and back then there was more insular thinking, so Chainsaw Charlie's NWA reign and Vader's WCW reign wouldn't have been counted).
